Gooden’s bill prevents federal contracts and grants from being awarded to NGOs unless the Administration and Budget Office recognizes that they are not involved in human trafficking or smuggling. It also extracts tax-free status from organizations that knowingly violate federal law.
The bill also requires the Department of Homeland Security (DHS) to develop written strategies and best practice guides for nonprofits and comply with the law.
Additionally, NGOs must go through a verification process to ensure that illegal immigrants are not receiving benefits.
“For years, non-governmental organizations have misused taxpayer dollars to promote illegal immigration pose as ‘humanitarian assistance’,” Gooden said in a statement. “The exploitation of American taxpayers will end under the Trump administration.
