San Clemente officials are considering banning unprocessed food gatherings in public places.
Councillor Rick Loeffler, the official who proposed the bill, said it would primarily target North Beach in San Clemente, while still being applied to all city property once it passes.
San Clemente City Council discussed the ordinance that Loeffler said was written by mayor Andy Hall at its meeting Tuesday, according to the Orange County Register.

“The ordinance is based on laws used in other cities to halt the distribution of unprocessed food and drinks on public property,” the OC Register reported. “In Newport Beach, for example, vendors are regulated and public food distribution must be permitted in some public areas, but in other areas it is prohibited.”
Loeffler’s ordinance added that if passed, it “gives the public confidence that it is being processed in accordance with city permit requirements, including a proper food processing license and provisions for cleaning and deleting unused items.”
Several activist groups opposed the proposal at a meeting Tuesday, claiming it was targeting homeless people and violating individual freedoms.
