Internal documents reveal that the Trump administration is trying to implement it at the large-scale US International Development Agency (USAID), which is the United States International Development Agency (USAID).
The grant reaches approximately 90% of foreign aid contracts and comes after a review of spending by the State Department.

Republicans argue that it is in vain, promote liberal agendas and surround themselves with the State Department, but Democrats say they help our interests by saving lives overseas and stabilizing other countries and economies.
Overall, the Trump administration said it would eliminate 5,800 of its 6,200-year USAID contract awards with a cut of $54 billion. A $4.4 billion cut had eliminated 4,100 of the 9,100 State Department grants, according to a State Department memo reviewed by the Associated Press.
A State Department memo explained that it was spurred by a federal court order that the government gave officials until the end of Wednesday to lift officials a monthly block of protests into foreign aid fundraising.
“The state and USAID moved rapidly in response,” the memo said, covering the USAID and the State Department’s foreign aid programs in a huge number of cases for the termination of contracts.
The memo said officials were “clearing down significant waste caused by decades of institutional drift.” More changes are planned for how USAID and the State Department will provide foreign aid.

The ruling comes after the Trump administration asked the Supreme Court for an emergency order blocking the release of US Agency for International Development (USAID) funds that federal judges had requested by midnight. Authorities said they could not comply with the judge’s orders.
USAID was established in the early 1960s to act on behalf of the United States, providing assistance, especially in poor and poor areas. According to a BBC report, the agency currently operates out of 60 countries, with two-thirds employing around 10,000 people working overseas.
However, agencies have sought substantial criticism as Trump and Elon Musk’s government efficiency (DOGE) seeks to eradicate federal waste, fraud and abuse.

Trump moved to break the agency after imposing a 90-day suspension on foreign aid. The Trump administration plans to sabotage its agents and plans to leave less than 300 staff who will be working from its current 8,000 direct employers and contractors. He also appointed Secretary of State Marco Rubio as acting director of USAID.
The news comes as thousands of staff were notified of pending layoffs a few weeks ago. Some left Washington, D.C. on Friday to leave his office, carrying a box of scrawled messages that appeared to be directed at President Donald Trump.

Senator R-Iowa, Sen. Joni Ernst, recently released a list of suspicious projects and programs that USAID has supported funding for years.
USAID reveals several examples of suspicious spending, including a “Gaza-based terrorcharity” called the Bayader Environmental Development Association and a “Gaza-based terrorcharity” of over $900,000, and a $1.5 million programme scheduled for “Diversity, Equity and Inclusion in Serbian Workplace and Business Communities.”
