A Los Angeles man was arrested for allegedly scamming an elderly victim, whilst pretending to be a private investigator.
The suspect was identified as 66-year-old Vincent Tarter, according to the Riverside County Sheriff’s Office.
An elderly victim identified only as a resident of Palm Desert, reportedly met Tarter
June 2024. Tarter allegedly told the victim that he was a former federal agent and was currently working as a private investigator.
He told the victims they could resolve their legal issues and asked them to be paid “a large sum” for his services. The victim claimed that the service was not provided, and Tarter had just taken away the money instead.
In December 2024, investigators discovered that Tarter was reportedly working with Glendale’s second suspect, Tamela King, 55, in a fraud scheme.
On February 26th, Tarter was in the 100 block of North Broadway in Los Angeles, where he was taken into custody. He has been arrested for financial elder abuse and is being held without bail.

Investigators believe there may be additional victims of similar crimes, including Tarter and the King.
“Tarter is known for using several aliases, including Tony, Anthony Costa, Tony Costa, and Vincent Gitty,” authorities said.
An additional fee will be sought and filed with the District Attorney’s Office regarding King’s involvement.
