Members of the California Congress, representing parts of Los Angeles, have proposed a bill aimed at reducing vigilance, but critics say it will criminalize self-defense.
Senator Rick Chavez Zbur (D-Los Angeles) proposed that “we will eliminate certain circumstances, particularly in the defense of residence and property, where murder can justify.”
“The bill will further clarify situations in which murder cannot be justified, including when murder uses more force than necessary to prevent danger,” the outlet added.
If the archer retreats safely, in mutual combat, or when the archer “deliberately causes a person”, it is not considered necessary to have fatal force.
“The focus of this bill is those who go out in public and choose to fight — and when the victim responds, they shoot them and insist on self-defense,” Zbur told Calmatters.
But Republicans say the bill will deprive people of their rights to self-defense.

“We have a situation where police have to respond at this point and they are trained individuals,” said David Tangipa, a council member in Fresno. …The intention (of the bill) is not the matter, it is the meaning at the end of the road. ”
The bill could be heard at the committee later this month.
