Los Angeles County prisoners attacked and killed on prison patio

The Los Angeles County prisoner died after another inmate was said to have attacked him Friday morning, officials said.

The California Department of Amendments and Rehabilitation has identified the victim as 39-year-old Joshua L. Peppers.

Investigators said it was around 7:20 a.m. when the murder suspect, identified as Terrance B. Shaw, 42, attacked the peppers at the LA County State Jail (LAC) facility C patio.

Officials said staff responded quickly and used chemicals and non-lethal weapons to suppress the attack.

Details are limited and authorities did not immediately provide further information about the attack, but the department’s release pointed to officers recovering improvised weapons from the scene.

Officers began taking lifesaving measures with Pepper, revitalizing 911. Pepper was immediately taken to the prison triage and treatment area, then to an outside medical facility.

According to department release, doctors at the hospital declared that Pepper had died at 8:03am.

“The show was placed in a restricted housing waiting for an investigation by the LAC Investigation Services Unit and the Los Angeles County District Attorney’s Office,” the department said. “The inspector’s office will be notified and the Los Angeles County Coroner will determine Pepper’s official cause of death.”

Authorities said no other injuries were reported.

To facilitate investigation, the department said travel to the patio where the attack occurred was limited.

Peppers was received from San Bernardino County on September 26, 2017, and has strengthened his service as the second striker for nine years, causing major physical injuries, officials said.

The release added that on July 24, 2019, Peppers was sentenced to six years in prison and four months in prison as a second striker who used a firearm and was sentenced to four months in two striker, with reinforcements to cause serious bodily injury.

As for the show, the department said it recently returned from parole on November 17, 2023 with a new ruling from Monterey County to serve 14 years and four months.

Officials said Shaw was declared with an attack that could cause major bodily injury as a second striker, a conspiracy to commit a crime as a second striker, a serious injury as a second striker, and an attack that could cause an attack as a prisoner committed by possessing/manufacturing a deadly weapon as a second striker.
