Homeland Security Secretary Christie Noem tapped a new director and deputy director to lead the US Immigration and Customs Enforcement Office (ICE) while working to restore a culture of outcomes and accountability under President Donald Trump’s administration.
Noem announced his appointment on Sunday, saying Todd Lyons will serve as Ice Director of Acting, while Madison Xiahan will serve as Ice’s deputy director.
“For the past four years, our brave ice men and women have been forbidden from doing their jobs. ICE needs a culture of accountability that is starving under the Biden administration,” Noem said. “Todd Lyons and Madison Xiahan are workplaces, powerful enforcers and accountable leaders who achieve targeting, arresting and enforcing illegal aliens to lead ice men and women.”
In a press release, Homeland Security said Lyon is currently acting as acting executive associate director of the Ice Enforcement and Removal Business (ERO).

He served in various roles within ICE, including the assistant director of field operations at ERO. There, prior to that, he oversaw 25 field offices and domestic operations across the United States, worked as the ERO Field Office Director (FOD) at the Boston Field Office, and overseeing ERO activities in Massachusetts, Maine, New Hampshire, Rhode Island, Connecticut and Belmont.
The Lions began their career in federal service as a member of the US Air Force in 1993 and joined Florida civil law enforcement in 1999. Lyons joined ERO in 2007 as an ICE agent in Dallas, Texas.
Although Xiahan and Noem have worked together in the past, Ice’s new vice-director has recently served as secretary to the Louisiana Department of Wildlife and Fisheries, overseeing the $280 million budget and leading a team of more than 800 employees in the wildlife, fisheries and enforcement departments.

She helped establish a special operations group within the enforcement department, where major events such as Mardi Gras and the Super Bowl were held at Big Easy, through historic partnerships with federal, state and local law enforcement agencies.
Xiahan also advised Louisiana Governor Jeff Landry about her role.
Prior to that, she was then South Dakota Governor Noem, who had a variety of leadership positions, including the State Republican Party, working on special initiatives aimed at advancing Noem’s agenda.

Sheahan and Lyons did not immediately respond to requests for comment regarding Fox News Digital’s new position.
Noem served as governor of South Dakota from January 2019 to January 2025.
She is the fourth member of the Trump administration, which receives approval from the Senate, and leads the department when securing borders and tackling illegal immigration is the new administration’s top priority.

The administration has taken many actions to secure borders, including deploying the military, resuming wall construction, and ending the Biden-era parole program.
