First on FOX: R-Kan. Senator Roger Marshall will introduce new laws to ensure President Donald Trump’s executive order permanently ban the use of federal funds for transgender surgical procedures, and confirm that it has been ongoing long since he took office.

Marshall’s final taxpayer gender experimentation law prohibits the gender transition procedure and the use of federal funds to prohibit federal health facilities, physicians and providers from providing such procedures.

“Heaven will not be able to bring Republicans back here in the White House in four years. The next president could easily end that order,” Marshall, who is also an alumnus/Gyn, told Fox News Digital in an interview. “So, that’s why the law is needed to make this a permanent amendment.”

Marshall’s bill prohibits federal health facilities, physicians and providers from providing gender transition procedures. Exceptions to the prohibition include individuals born with medically verifiable sexual developmental disorders. Regardless of the legality of the original procedure, treatment of complications arising from the gender transition procedure is also permitted.

The bill would cut off federal funding for sexual change surgeries for current military and veterans, as well as civilians through Medicare and Medicaid, Marshall said.

“Perhaps about a third of trans people are in Medicaid now, and I think this is a big deal because this is a federal taxpayer dollar. This is a lot of people,” Marshall said. “The military probably spends between $20,000,000 a year on this particular treatment as well. I don’t think Americans want federal taxpayer dollars to be used for this purpose.”

President Trump has been cracking down on transgender issues since he entered the campaign trajectory. So far, he has issued several executive orders dealing with gender identity. This includes the instructions defining two genders, trans women in female sports, gender transition treatment and surgery for children, as well as males and females alone.

Marshall’s bill calls for taxpayer dollar limits for all gender transition surgeries, regardless of age, but he reiterated that children are the most vulnerable.

“I think the last thing we want to do is to young people who go through puberty and make irreversible changes,” Marshall said. “I just don’t think they’re ready to make those decisions yet, but it would be better to stay at least until adulthood and perhaps address some of the other underlying challenges that are happening in their lives.”

Even Democrat voters appear moderate on the issue, recent polls suggest. A January New York Times/Ipsos poll found 67% of Democrats opposed trans athletes competing in women’s sports, but this issue remains a problem with the Central Party’s platform.

“But Democrats are getting very delved into it. They don’t give you an inch on this particular issue,” Marshall said.

The bill is co-sponsored by Republican Sen. Jim Lisch of Idaho, Lindsey Graham of South Carolina, Kevin Cramer of North Dakota, Tim Sheehee of Montana, Cynthia Ramis of Wyoming, Mike Lee of Utah, and Ted Budd of North Carolina and Missoud Harley Ted Budd. Jim Banks of Mississippi, Indiana, and Cindy Hyde Smith of Mississippi.
