Scott Turner, secretary of Housing and Urban Development (HUD), has closed the draft hurricane relief plan announced by the city of Asheville, North Carolina.
“One more, let me be clear, Day is dead in HUD,” Turner said he had x plans. “We will not fund programs or grantees that do not comply with President Trump’s executive order.”
“HUD looks forward to helping Hurricane Helen’s thousands of North Carolinians rebuild by directing financial support to affected businesses, nonprofits and neighborhoods,” Turner added. “However, Asheville’s draft action plan incorporated the DEI standard to prioritize residents affected over others. This was not accepted. After HUD informed Asheville that the plan was inadequate and unapproved, the city ensured that it was updating its draft action plan to comply with it.”
Asheville, a state’s democratic hub that has elected Republican presidential candidates since 2012, posted a draft plan on its website on March 4th on how to distribute millions of dollars for disaster relief for Hurricane Helen, including a section focused on DEI.

HUD allocated $225 million in the January Community Development Block grant under the Biden administration after Hurricane Helen tore the state apart in September 2024, destroying thousands of residents, particularly in the Western Appalachian area, flooding, strong winds, blackouts and total community destruction. At least 106 people were killed in Tarheel during the storm, according to the state.
The city of Asheville detailed in the draft plan section entitled “How Programs Support Vulnerable Populations,” in which minority and women-owned businesses prioritize for assistance.

“Within the Small Business Support Program, the city will prioritize supporting minority and women-owned businesses (MWBEs) within the scoring criteria outlined in the policies and procedures,” reads a draft plan reviewed by Fox News Digital.

Fox News Digital took appropriate action against the HUD after being warned the language in its draft plan and investigated the issue.
On President Donald Trump’s first day in office, HUD signed an executive order focusing on “ends to the extreme and futile government DEI program,” saying it focused on merit-based opportunities and “ends to illegal discrimination.”
“At HUD, we take a detailed and intentional approach in every aspect of our work to serve all communities regardless of race, color or belief,” Turner commented Wednesday to Fox News Digital. “This should send you a clear message that details won’t be overlooked. Compliance with President Trump’s executive order is mandatory. We are grateful that Asheville has reversed the course and is working with us to get this right now.”
Democrat Asheville Mayor Esther Manheimer said in a comment provided to Fox News Digital that he “works closely with HUD as he continues to navigate the changing compliance requirements of the new administration.”
“We are grateful for the administration’s support in our recovery efforts,” Mannheimer continued. “The city ensures that it meets current federal standards to encourage approval of much-needed funds to help cities recover from the devastation of Helen in the tropical storm.”
The city released an updated draft on Monday. This did not include a section on prioritizing ethnic minorities and women-owned businesses.

Turner announced in Fox News in February that while HUD cancelled $4 million in a DEI contract, the federal agency’s newly formed Office of Government Efficiency (DOGE) task force had cancelled its DEI contract after revealing $260 million a month.
The DEI contract focused on “culture change,” according to HUD, which includes “outward mindset training.” This is a DEI initiative aimed at teaching people to inclusiveness and focus their attention on the needs and objectives of others.

“It’s not acceptable for American taxpayers to have bills set for promotions in day propaganda,” Turner said at the time. “This not only cost millions of dollars in taxpayer dollars, it was wasting valuable time that should have been used to properly serve individuals and families in rural, tribal and urban communities. Day is dying at HUD.”
