Homeless people living in RVs in an industrial city say they were paying rent – NBC Los Angeles

It’s been a week since NBC4 broke the story about a large group of homeless people accused of taking over dozens of RVs in industrial cities.

The owners of these RVs have repeatedly said that the homeless have broken into dozens of his trailers, but the new audio obtained by NBC4 suggests that he has agreed with several people to pay him to stay there.

Jack Hong Weichu, the RV owner of the Black Series, said his company moved trailers to lots near Gail and Azusa in the industrial city in 2021, but said he began dealing with trespassers who stole parts. Eventually, Jack said dozens of homeless people had broken into his trailer.

“It started with one and then about 60-80 people,” he told NBC4. “I’ve been out of control for the past month or two.”

Jack said one reason why I think this issue has grown out of control is because I heard that some people agreed to pay to live there.

“I have a trailer and I’ve never charged rent, so I told them I wouldn’t pay anyone rent,” Jack said.

However, a few people who lived there not only paid the rent for NBC4, but also paid Jack, the owner of the Black Series.

Lena Doktorczyk lived in one of the RVs.

Lawmakers had informed them that they would move by the end of Wednesday after homeless people took over land in the industrial city a few months ago. Alex Rozier is reporting an NBC4 News report on Wednesday, April 2, 2025 at 5pm.

“My husband paid the rent and he paid it to Jack,” Doktorczyk said.

IK didn’t want to share his last name with us – said he has lived in one of the RVS for nearly a year and has since November paid $300 a month for what he described as a rental company.

“So he came all the way up to $1,300 and said, ‘Okay,'” IK said.

IK showed that he says it is his bill of sale – and he says it is signed by Jack. He then shared the audio with the NBC4 and appears to be discussing the asking price of $300 a month, saying he and his girlfriend had with Jack.

NBC4 asked Jack if it was his voice in the recorded conversation.

“On the recording, yes,” Jack said.

Jack says he is the voice of the recording, but he denis that he has signed a purchase agreement. And he says he never took their money in the end.

“I never collected any money from any of them,” Jack said.

He said he drove IK and his girlfriend out of his property after the trailer started a fire last year, but they refused to leave, so he tried to charge them rent to protect the peace.

“What do you do? You’ll allow these people to be here or kick them out, they’ll set the trailer on fire,” he said. “I thought I could make a plan, but I never raised any money.”

“Wow, that’s so crazy. He was collecting money with his own hands,” IK said. “We had a lovely couple here, Robin and Linda. They stood there on the highway over there for three days and held 300 dollars to hand it over to him.”

“None of us has that kind of job, so if we could hand over $300, we know we went through a lot of hell to get it,” IK added.

“I’ve never collected rent from anyone,” Jack said. “Not a dollar.”

The Black Series does not own much in industrial cities. In fact, the landowner’s lawyer said the Black Series has not paid rent for this lot since September 2023. Therefore, they went to court last fall, and in January the judge sided with the landowner, which cleared the trailer and the path of removal of the people who live there. The sheriff said he helped resolve a private trespass dispute, but no other investigations are currently underway.

Jack gave NBC4 several different answers on how to handle damaged, broken trailers with insurance. At first he said he didn’t want to disclose. He then said he thinks he deserves some money from his insurance. Ultimately, he said he had not claimed it and viewed it as a complete loss. He says it’s a loss of $5-6 million in product.

NBC4 contacted the Department of Insurance to see if they could share something at the end of their own, but there was no response.
