A federal judge from Rhode Island, targeted by the blast, ordered the Trump administration to take a legal blow Friday and lift the federal fund’s freeze.
US District Judge Judge John McConnell ordered the Federal Emergency Management Agency (FEMA) to freeze federal funds to the state after alleging that the plaintiffs failed to comply with previous court orders.
The lawsuit was originally launched by 22 states and the District of Columbia, and challenged the Trump administration’s decision to block funding programs such as the Environmental Protection Agency (EPA) Climate Pollution Reduction Grant and other environmental initiatives.

Plaintiffs in the suit, including New York, California, Illinois and Rhode Island, alleged that FEMA’s manual review process was violated by the previous interim injunction issued by MCCONNELL. The state argued that the review “constructs” a suspension or freeze on the appropriate funding category.
Defendants, including President Donald Trump and the Office of Business and Budget (OMB), responded that the review did not violate the order, as “FEMA relies on its own independent authorities to implement the process rather than the OMB directive.”
McConnell concluded that the plaintiffs “provided evidence that FEMA secretly implements its executive order of January 20, 2025, based on this manual review process.”

“The court will reaffirm the provisional injunction,” McConnell wrote.
McConnell issued a restraining order in late January prohibiting defendants from freezing federal funds. This comes after OMB announced on January 27 that it announced its administration’s plan to temporarily suspend federal grants and loans. The White House later cancelled the memo on January 29th.

However, White House spokesman Caroline Leavitt said the move did not equate to a “revival of a federal funds freeze.”

After McConnell ordered the administration to comply with the restraining order, the government appealed to the First Circuit. This refused to maintain the order.
McConnell also made headlines recently after becoming one of several federal judges to hit in the bullet each article.

The article first shared with Fox News Digital, accusing McConnell of abuse of power and conflicts of interest, saying that he “deliberately politicized and weaponized the judicial position in order to advance his own political views and beliefs.”
“Americans voted overwhelmingly for President Trump in November, providing a clear mandate to make the federal government more efficient,” Clyde told Fox News Digital. “However, Judge McConnell, who supports the benefit of his own injunction, is unilaterally obstructing the president’s agenda and trying to ignore the will of the American people. Judge McConnell’s actions are corrupt, dangerous and worthy of ammunition.”
