Residents affected by the devastating Palisade fire are taking one of the most important steps in the recovery process — they are beginning to rebuild their homes — and LA city officials say the pace of recovery efforts is the fastest in any disaster to date.

A statement issued Monday from Los Angeles Mayor Karen Bass – exactly three months after the fatal fire, more than 260 properties said that the debris had been completely cleaned up and the final sign-off was given.

By Wednesday morning, 1,681 properties in both Eaton and Palisade fire zones had received their final sign-offs, according to the U.S. Army Corps of Engineers.

In the Palisade fire area, nearly 1,000 properties had been removed from the debris by the USACE as of Monday. Three schools partially destroyed by the flames had completely cleaned the pieces by USACE by Friday. Palisades Charter High School, Palisades Charter Primary School, Marquez Charter Primary School.

Evacuated students are attending new temporary campus schools for the first time since Eaton Fire.

“The Palisade community has shown incredible resilience in the face of unimaginable losses,” Mayor Bass said in a statement. “We will continue to work around the clock to promote all aspects of the recovery effort.”

The pace of recovery from the southern California wildfires in January 2025, particularly the Pallisard fire, broke several records, according to the mayor’s office.

Fastest Hazardous Material Liquidation in EPA History: Phase 1 of Remaining Remains was completed in 28 days (including over 300 tons of Hazardous Material, including exploding lithium-ion batteries). Historically Fast Debris Removal: Phase 2 of debris removal began 35 days after the fire started ignition. This was about half the time after the 2018 Woolsey fire. Both the Pallisard and Eaton fires burned for 24 days. Recording Timing for Utility Recovery: In 2 months, the water and power of Palisade’s standing home has been restored. For comparison, it took a year and a half to recover drinking water after the 2018 camp fire in Norkar.

Also, it is the surge in emergency executive orders that will help speed up the recovery process, with the mayor’s base passing as a result of the fire. This included ways to accelerate the reconstruction process by reducing legislative deficits.

On Tuesday, Sky5 captured work on one of the Palisades’ cleaned property, and on Wednesday morning the crew began rebuilding the house as more and more people were cleaning up the pieces.

One construction worker, Carlos Torres, said the real estate he is currently working on is the same as the one he built his home two years ago.

“We’re happy we’ve rebuilt the house. We know the home, we know the process and we want to accomplish this over the course of eight months to a year,” Torres, who works for a company called VIP Construction 1, told Annie Rose Ramos of KTLA 5 on Wednesday morning. “We want to bring homeowners, we want them to be comfortable and we want to show the community that it is possible. [build quickly]…So they can access their home as soon as possible. ”

He said it’s not easy to see him and his crew tirelessly trying to build up burnout while the pain homeowner is experiencing it.

“When we saw the news, everyone stuck to the TV and first made sure everyone was safe,” he said. “The next thing is to think about every home you built and every effort you put into the property. Everything just disappeared.”

When asked how the rebuilding process could be started very quickly, Torres recommended that affected residents “continue their activities” in pursuit to begin construction.

Torres also advised affected residents to put all the information together and clarify with staff what they want to do.

“The best advice I have is to stay active, ask a lot of questions and reach out to contractors and developers because they’ll be the best way to guide you in the best direction you need to go,” he said. “[Ideally] You want people who have previously developed around this area and have experience around the city and areas with access to the permitting process. ”

“With an existing plan, it definitely speeds up the process. It saves about three months,” he added. “If you decide to build with the same footprint, they allow you to do it. It will facilitate your entire permitting process.”
