Dr. Kim Carter-Tillman, founder of the Time for Change Foundation, has been named Nexstar’s 2025 Notable Women of the Year for 2025 for her transformative work in San Bernardino, California.
A homeless, incarcerated and addiction survivor, Carter Tillman established time for change in 2002 to help homeless individuals regain self-sufficiency. The Foundation provides emergency shelters and support services.
Amy Durante, who nominated Carter Tillman for the award, believes she saved her life 12 years ago. Durante, now the foundation’s program manager, said he overcame addiction and abuse with Carter Tillman’s guidance.
“She welcomed me with open arms. Today I’m a completely different person than when I got here,” Durante said. “I’m probably dead.”
The Time for Change Foundation also runs the Black and Brown Center and Business Academy for Black and Brown Opportunities, providing entrepreneurial resources for women of color.
National recognition and donations are poised to empower individuals and further promote her mission to change lives in the community. Carter Tillman receives a $25,000 check for being named a national winner. She was previously selected as a local finalist for the KTLA.
Four other finalists have been named and received a $5,000 donation to the charity of their choice. Those women are:
Brenda Robinson: Concord, North Carolina
Brenda Robinson made history as the first African-American female pilot in the Navy, and inspired future generations with her groundbreaking aviation career. Now retired, Brenda Robinson is dedicated to teaching at Fly Wright. There, she inspires the next generation of aviation professionals through camps and classes. In addition to her teaching, Robinson will mentor young people and provide guidance on life and career possibilities.
Holly Schwab: Holly Springs, North Carolina
Holly Schwab founded Zack Toy Chest to provide toys and books to children in the hospital. The charity was inspired by Schwab’s son Zach. He had to be distracted during cancer treatment. Zack’s Toy Chest received 600 donations in its first year, and now it receives thousands of people every year. This growth underscores the impact of community support and the charity’s mission.
Inez Russell: Waco, Texas
As the founder and executive director of Friends For Life, Russell works to help seniors and adults with disabilities live independently and safely. She started Friends For Life in 1989. The nonprofit has since expanded its services to 82 counties in Texas. Her perception of being an incredible woman emphasizes her dedication to improving the lives of vulnerable groups.
Sandy Burgener: Champaign, Illinois
Sandy Burgener has devoted 20 years to supporting Alzheimer’s patients and their families through his work with moving Minds. Minds in Motion, an organization run by Burgener, provides a safe and loving environment for people affected by Alzheimer’s disease, providing support for patients as well as family support.
In addition to the $5,000 checks for the five finalists and an additional $25,000 for Tillman, 125 local notable female winners received a $1,000 check each. To date, Nexstar has donated more than $650,000 as part of its notable women’s initiative.
Every March, Nexstar celebrates Women’s History Month by highlighting the incredible women who have made a difference in public policy, social progress and the quality of life in their communities. The Nationwide initiative has participated in 116 US markets, CW Network, News Nation, and more than 200 owned or partner stations on Nexstar on the Hill. Since its founding in 2020, it has generated over 46,000 nominations and has featured over 2,200 women.
