Exclusive: A division of the Congressional Budget Office, accused of providing budgets and economic information to lawmakers, is stacked with the Liberal Democrats, raising questions about its long-standing reputation as nonpartisan.
The American Accountability Foundation, a nonprofit for conservative government research, has found that much of the CBO’s health analysis division consists of Democrats or Democratic donors.
Of the 32 staff in the department, 26, or 84%, have a “clearly”-verified liberal partisan bias. Being a Democrat donor, registered Democrats or a leading Democratic voter, the group said in a memo that outlines findings ahead of the potential scrutiny of President Donald Trump’s budget requests.

“The CBO likes to call themselves “nonpartisan” in their attempts to hide their role as a secret left-wing think tank,” AAF President Tom Jones said in a statement to Fox News Digital. “In fact, CBOs are institutionally progressive, with 84% of specialized medical staff members being registered Democrats. These same staff record in extremists like Elizabeth Warren and Hillary Clinton, so they “score” laws and present them to Americans like Sakura Salk. ”
Jones accused CBO staff of not only voted left, but also used its impact to promote progressive policy changes.
The Doge Subcommittee is inviting NPR, PBS Chiefs to testify about federal funding “systemically biased content.”
“The health analysis department was overtaken by the thinking of liberal groups,” the memo said. “Policymakers should consider the declarations and scores from the CBO over the coming weeks, so they should see people in the medical analysis sector with deep doubt, and ignore them as a product of politically biased policy shops, as well as analysis from agencies like the Center for Progress in America.”
HAD is tasked with analyzing federal programs and policies, including grants provided through Medicare, Medicaid, and health insurance exchanges. Its staff have produced reports on policy issues and play a key role in specific estimates of proposed changes to healthcare programs, the CBO website states.
The report noted that CBOs are working to “develop” their reputation as “nonpartisan scorekeeper, just ball and strike.” Its reputation is very well established, the AAF said last year alone, 1,358 different news media stories added the word “nonpartisan” to the beginning of the office’s name, reporting on the “nonpartisan parliamentary budget office.”

“The CBO has spun the story through the mainstream media of being a neutral scorekeeper, but it’s a big gaslight campaign to divert from the office’s fundamentally progressive roots,” Jones said. “They will do everything they can to slam the next few months with settlements and stall the Trump administration’s policies.”
CBO employees are prohibited from engaging in political activities if they “identify or appear to identify a CBO with a political campaign, candidate, office holder, or cause,” the website says.
“The particular position taken is irrelevant. Rather, the potential harm to the CBO’s reputation for objectivity comes from its connection with political activity and public advocacy.”
The agency said it does not employ candidates based on political affiliation.
A survey conducted by the group found that Health Analytics Director Chapin White was a democratic donor and gave money to former Secretary of State John Kelly. White gave $300 to Kelly’s failed presidential bid in 2004, according to Federal Election Commission data.
White introduced Fox News to the CBO. This declined to comment.

According to the FEC, one analyst has donated to several Democratic election officials, including former President Joe Biden and various members of Congress. Many others have been donated to registered Democrats or democratic projection candidates, the think tank said.

Much of the data collected by the AAF is obtained from public campaign finance reporting agencies or voter registration offices, and many CBO employees say they live in Virginia and have no partisan registrations.
Virginia also restricts access to voter historical records through the state’s freedom of information law, making it difficult to see if voters will vote in democratic or Republican primary elections.
However, the AAF said it has obtained Virginia voting history information from trusted third-party sources.

“There were four staff members who were unable to secure voting history or registration information from the AAF.” “The AAF strongly doubts whether staff listed as ‘definitive partisan bias data’ have been asked if they would vote in a Democrat or Republican primary (or vote for Kamala Harris or Donald Trump).
