Exclusive: The office of former top Democrat aide in New York, Kathy Hochul, is the daughter of a Chinese journalist whose biographies work in the Education Division of the Communist Party of China (CCP)’s “Central Propaganda Department of Education” and served as deputy director in multiple leadership roles in state-run media.
Fang Xiaozhan, or Elaine, is currently the Chief of Staff for the Democratic Mayor Scott Stringer campaign and has been involved in New York’s Democratic politics for over a decade, including Hochul’s Director of Asia Affairs from October 2021 to November 2023.
The latest campaign finance filing shows that more than $120,000 has been paid by the Stringer Campaign since August last year. The Stringer campaign declined to comment on the story.
The Beijing fan was recognized in a 2021 press release at the Communications Research Center at Hong Kong City University for promoting her role in the Hochul administration. The press release called her a “graduate” and boasted that she was “one of the very few Asian American leaders who hold senior positions in the state government.”

The press release quoted former director Professor Jonathan Zu, saying, “Elaine is the third generation of a Chinese journalist family, and her grandfather and father each play a distinctive role in their respective eras in the country’s history.”
Fox News Digital can exclusively confirm that this press release refers to fans of his father Dongsheng and the late Changjiang.
When commenting on whether Elaine’s father influenced her to enter the media, Zhu confirmed to Fox News Digital that Dongsheng is her father, saying, “I have never seen Dongsheng tell his daughter about career choices, but her influence is clear and imaginative.”
He went on to say Dongsheng visited the university and attended “several times including speaking with faculty and graduate students on his experience in launching and running Huasheng Monthly, one of China’s earliest online news websites.”
According to a LinkedIn profile, before jumping into the state government in 2014 as “Queensborough Director & Citywide Asian American Issues” at Stringer’s Comptroller Office, he was the “Chief Leporter” at Ming Pao Daily News between 2005 and 2015.
A few years before she joined the media outlet, the Jamestown Foundation, a nonpartisan defence policy think tank, issued warnings about media outlets that were “heavyly influenced” by the Chinese government, revealing that sources had told them that the Chinese consulate in New York was their “true boss.”
This is not the first time someone from the fan family has worked for a media outlet influenced by the Chinese government. Fan’s father served as president and editor-in-chief of China Publishing or Qiaobao in New York between 1999 and 2005.

Not only was the Chinese news agency designated by the State Department as a “state-supported propaganda” and “foreign mission” during President Donald Trump’s first term, but the Hoover Agency also said in its 2020 report that “state-owned China News Service and Chinese offices overseas have sent editors to the United States.”
According to the Hoover Institution, the elders’ fans served as “director of the special editorial department of China News Agency.” Several BIOS said he is also the deputy director of the “Education Division of the Press Bureau of Central Propaganda.”
According to a Chinese government website reviewed by Fox News Digital, CPD is “a primarily responsible for monitoring content, and in particular ensures that its news publishers do not print anything that contradicts the Communist Party’s political dogma.”
After leaving the state-owned media, Dong Shen played multiple leadership roles at Shun Twoo University, a Chinese university with sections on their website that promoted the “party building work” of the CCP and held theme life meetings several years ago “striving like outstanding communists.”
The editor of the Jamestown Foundation’s China Briefs expressed deep concern when Fox News Digital said it “is coming from the glorious family of CCP journalists” about the fan’s family connections with CCP.
“Her grandfather was one of the most prominent propagandists of the CCP struggle since the 1930s, but her father worked for a series of party publications managed by Beijing’s central propaganda division.” “This included a stint in the United States. Her daughter now works as Chief of Staff for mayoral candidate Scott Stringer, following her stint as a reporter for another party outlet. Fans did not distance herself from her family’s legacy in 2017.

“For voters in New York City, she appears to be actively involved in the party’s United Front System, which seeks to promote party preferences and control both inside and outside the PRC. “These events call for not only promoting unity with Taiwan, but also defending the ‘homeland’ and its interests. Those who clearly see what PRC diplomats are clearly seeing in such a senior role in New York politics should be the source of concern. ”
Elaine Huang’s late grandfather joined the Chinese Communist Party in 1939 and served as a leadership role in several state-owned media outlets, including the editor-in-chief of Xinhua National News Agency and the general administrative director of information and the chairman of the People’s Press. In addition to his father and grandfather, Fan’s uncle, Fan Xiaojian, joined the CCP in 1976 and played multiple roles in the CCP, including Chief Economist and Director of the Ministry of Agriculture’s Finance between 1998 and 2000.
He is also a representative of the 17th National Congress of the Chinese Communist Party and a member of the 11th National Committee of the Chinese National Political Council, previously reported by Fox News Digital, and was “designed to communicate with non-communist members.”
During his tenure in the Hotchul administration, Elaine attended several events hosted by the Chinese Consulate in New York City, as well as several groups that make up the united front that serve to “work together and address the policy and authority of control,” according to a report from the US Economic and Security Review Committee.

According to the Chinese government, Elaine was an honorable guest to celebrate the 27th anniversary of the Western Overseas China Association in the US and Fujia at an event held at a consulate in New York City last September.
She also attended an event called “Evening of Chinese Culture” in 2023, hosted by the New York Mets and the Chinese American Friendship Association. According to an August 2022 OP-ED from the Washington Post’s Associate Opinion Editor, “Chinese experts have identified “SAFA as being involved in United Frontwork.”
In 2021, Hochul shouted to fans, announcing Chinatown is the $20 million New York City area winner for revitalization, saying, “Elaine fans are now my director of Asia Affairs.” She then told the crowd, “I hope you get to know Elaine’s fans too.”
Hudson Institute fellow Michael Sobolik told Fox News Digital that “this is not complicated” about the holistic nature of Fan’s link to CCP.
“If Elaine’s fans have worked for CCP-controlled state media, she should not be welcomed in US electoral politics. If Scott Stringer doesn’t have the discernible power to isolate the campaign from the potential vectors of CCP influence, how can he protect New York City from that malignant impact in public office?”
In September 2023, Consul General Fampin, Chinese Consul General in New York, held a reception at the consulate and celebrated the 74th anniversary of the People’s Republic of China, which included several officials, including fans who spoke at the reception.
Hochul’s relationship with Elaine fans is not the first time her office has faced scrutiny over concerns about the impact of CCP. Hochul faced backlash last year after it was revealed that her former deputy chief of staff, Linda Sun, was charged with violating and conspiring in violation of the Alien Registration Act, visa fraud, alien smuggling and money laundering conspiracy, according to the release of the Judicial Bureau’s Publications Bureau in September.

Fox News Digital has widely reported on Ping, who was found to be visiting top universities, talking to elected officials, talking about carousing with top media, and visiting top universities despite a long history of promoting the CCP narrative and publicly denying human rights abuses against China’s Uyghur population. The unsealed charges revealed that he was a speechwriter for Then-LT. Governor Hochul wanted to mention China’s “Uighur situation” for the New Year’s message for the month of 2021, but the light-form of minority groups persecuted by the Chinese government was ultimately omitted after the Sun overturned the speechwriter.
The indictment says he made it clear to Ping what the speechwriter wanted to include, but after admitting that he had “begun to lose his temper” with the speechwriter, he insisted that he would not let his boss mention the Uighurs. Ping appears to be chalking up the proposal of a speechwriter as an ignorant American who has never visited China, saying that US-China relations could be “sour” for “people like speechwriters.” Ping will continue posting Hochul’s month’s New Year’s message on his Facebook page a few days later, but did not mention Uyghurs.
Fox News Digital reached out to fans and Hochul’s offices, but did not receive a response.
