At the request of Vice President JD Vance, the Trump administration is launching a new initiative to study the long-term health effects of local residents in East Palestine, Ohio, after a train carrying toxic chemicals derailed and spilled its contents.
The Trump administration is investing $10 million in its five-year initiative, using “longitudinal epidemiological studies,” among other things, to better understand the short- and long-term health effects of exposure to harmful chemicals such as vinyl chloride acrylates, ethylene glycols and benzene residues.
The initiative also leverages public health tracking and monitoring, and newly established communication channels between researchers, civil servants and community stakeholders to support the initiative and develop solutions.

“There was a terrible train crash and then controlled burns of toxic chemicals that went into the air,” Vance said in a video announcement posted on social media along with HHS Robert F. Kennedy Jr. and National Health Director Jay Batacharya.
“What happened then was people were very worried. I’ve been to East Palestine many times. How do they worry about these chemicals in the air about the long-term effects of the water?
Vance pointed his finger at the former Biden administration, claiming he “refused to do anything” to study the long-term health effects of train accidents among East Palestinian residents.
Communications discovered last month through the Freedom of Information Act (FOIA) demands are said to have shown that the Biden administration, despite reassuring the public, is aware of the serious health risks posed by the toxic spill.

Former President Joe Biden was criticized by critics for not ensuring that there will be no permanent health effects for residents of East Palestinian, Ohio, after the small town faced a toxic train derailment in February 2023.
“These documents confirm what East Palestinians are afraid of. Officials were aware of the serious health risks posed by derailment and burn control, but they purposely maintained this information from the community.”
After the toxic spill in February 2023, residents began to express their fear after reporting headaches, respiratory illnesses, and skin and eye irritation.
In April 2024, Norfolk Southern, a train that operates chemical spilled trains in northeast Ohio, fired $600 million to resolve a class action lawsuit filed on behalf of Eastern Palestinian residents.

“As a senator, it was extremely frustrating to see the Biden administration refuse to look into potentially dangerous health effects on East Palestinian people following the derailment of the train,” Vance added. “We are finally proud to have a new president who takes the concerns of working-class people seriously every day.”
Research on the initiative is expected to begin this fall, according to Bhattacharya.
