First on FOX: The State Department has changed employment and promotion standards to eliminate diversity, equity and inclusion (DEI) considerations for foreign service personnel.
Previously, the second of five core lessons used in State Department employment and promotions emphasized the promotion of DEI, according to documents obtained by Fox News Digital. That lesson is now being replaced by one that focuses on “fidelity.”
A senior State Department official said “incredible” fidelity is not yet part of the promotion criteria.
“This is common sense and a necessary change. The US Foreign Secretary represents America overseas and should be judged for its ability to represent and defend our country loyally and faithfully abroad.”

The previous employment guide for the 2022-2025 department required that foreign services employees “show their impact on diversity, equity, inclusion and accessibility.”
Entry-level applicants were expected to actively seek to “improve their self-awareness in promoting inclusion.” Intermediate and advanced level supervisors were told to recruit and maintain a diverse team, respond quickly to inclusive workplace behavior and “consult with affected staff before finalizing their decision.”

The new 2025-2028 department document lists the first “fidelity” of five core lessons, followed by communication, leadership, management and knowledge. Under the new policy, intermediate and senior levels of foreign services personnel must demonstrate loyalty by “implementing US government policies with great determination” and “resolving uncertainty on the loyal side to their chain of command.”

The move comes in the entire government’s efforts to eliminate DEIs within federal agencies and eradicate those who believe they are working to undermine President Donald Trump’s agenda.

The State Department has also frozen the Foreign Services Officer Test (FSOT) (usually managed three times a year). In May, the department submitted plans to Congress outlining a 15% reduction in its 19,000 employees and consolidation of more than 300 offices and agency offices.
The court order temporarily suspended large-scale layoffs across federal agencies, but the recent Supreme Court decision held that a nationwide injunction issued by a federal district court “is likely to exceed the fair authority recognized by Congress.”
