North Carolina Gov. Josh Stein rejected four controversial bills targeting the Diversity, Equality and Inclusion (DEI) initiative and transgender rights, setting up political clashes with the Republican-led general assembly.

Democrat Stein accused the three DEI-focused bill of “alienating vulnerable people” and targeted Republicans who failed to pass this year’s fiscal budget.

The DEI bill must prohibit DEI training, employment practices, and staff positions in state and local governments, and ban the use of state funds for DEI programming. The law would have imposed civil penalties on workers who violated the rules. No Democrats supported the three-day bill.

“When teachers, law enforcement and state employees need pay raises and people need shorter lines in DMVs, Congress is unable to pass the budget and instead hopes to divert us by stealing the culture war that separates us further,” Stein said in a statement.

“These mean bills will alienate vulnerable people and undermine the quality of public services and public education. So I’m rejecting them. I’m ready to work with Congress when I take seriously protecting people and addressing the urgent concerns of North Carolinas.”

Measures to reduce or eliminate diversity, equity and comprehensive initiatives in state and local governments, K-12 public schools and university systems have become a major priority for GOP lawmakers. They argue that targeted programs have an identity that is valued on those that undermine merit and social unity.

The Transgender Bill began as a bipartisan measure to curb sexual exploitation by implementing age verification and consent rules for porn websites. However, lawmakers later added controversial provisions, including a ban on state-funded gender affirmation procedures for prisoners.

They also ask the state to confirm the recognition of two genders and officially attach a new transgender birth certificate to the old one if they change the gender assigned at birth.

In his veto message, Stein said he strongly supported the bill’s anti-sexual exploitation clause, but that the final action had gone too far. “My faith teaches us that regardless of our differences, we are all children of God and that it is wrong to target vulnerable people, as is the case with this bill,” he added.

One Democrat supported the fourth bill before Stein refused. Currently, all four bills can return to the general assembly and attempt to override the veto later this month. Republicans are one of the most rejected votes in the House.

The veto brings Stein’s total to 11 since taking office in January. All within the past two weeks. Stein served in the state Senate from 2009 to 2016 before being North Carolina Attorney General since 2017.
