Although initial details of the incident are limited, the California Highway Patrol incident log shows reports of multiple vehicles performing donuts on the highway just after 3am on Saturday.
Vehicles were reported to have stopped all northbound traffic and individuals were turning off fireworks in 110 northbound span just south of Third Avenue in downtown Los Angeles.

The video footage obtained by KTLA appears to check these reports. The traffic was seen at a stop behind a car blocking the area, and fireworks were fired into the sky as people stood to socialize.
It was not immediately clear how many people were involved in the incident or whether the arrests had been made.
