A Buena Park man was identified who was arrested in connection with the fireworks-related death of an 8-year-old girl on July 4th.
Buena Park Police Station officials responded to the 8,000 block of Cornflower Circle around 9:45pm, with a horrifying family carrying the victim, who was later identified as Jasmine Nuguen, was identified in their home.
The officers soon began taking measures to save lives on a young girl who was suffering from what was said to be “a serious injury consistent with a fireworks-related explosion.”
Authorities said BPPD officials were “already in the neighborhood after seeing a massive amount of fireworks exploded in the area.”
Buena Park allows fireworks labelled as safe and sane, but all aerial fireworks are illegal in both cities and California, Lt. Col. Bppd Jon-Michael Shaddow told KTLA.

A preliminary investigation reportedly revealed that a neighbor, now identified as Art De Castro, would somehow fail or fail in one way or another to send fireworks to the driveway of the house where Jasmine was.
According to Shaddow, the misfire fireworks appeared to have exploded additional fireworks near the young girl, which is likely to be illegal.

“It’s traumatizing,” he said. “I can only imagine what my family is going through. I can only imagine what the executives are going through, especially those who had to control the scene and take measures to save lives.”
The exact cause of Jasmine’s death has not yet been released by the coroner, but Shaddow said her injuries appear to be caused primarily by traumatic effects among multiple explosions.
DeCastro was arrested on suspicion of involuntary manslaughter and later released on $25,000 bail. He has not yet been charged by the Orange County District Attorney’s Office, but is waiting for the police department to file the case.
