The White House is shaping the move as part of a broader campaign to reduce government waste by stepping up efforts to eliminate illegal immigrants from a series of taxpayer-funded benefits.
The Trump administration shared additional details about new restrictions that would prohibit illegal immigrants from accessing more than 15 federal assistance programs.
White House spokesman Taylor Rogers told Fox News Digital that illegal immigrants “cannot steal public interest at the expense of hardworking American taxpayers.”

“It’s over now. Under President Trump, it’s always America’s first,” Rogers said.
While most undocumented immigrant-free programs are overseen by the Department of Health and Human Services, others fall under the sectors of education, agriculture, labor and justice.

The White House said several government health services, including Head Start, substance abuse prevention and treatment programs, family planning benefits, health workforce loans and scholarships, are inaccessible to illegal immigrants.
The move coincides with President Donald Trump’s dual campaign promises and promises to eliminate more stringent immigration enforcement and wasted government spending.
The latest revelation comes shortly after one big beautiful bill law, Trump’s distinctive spending and tax bill passing. Medicaid, an insurance program for low-income and disabled Americans, has proven to be a sticking point in both the House and Senate.
Trump’s spending bills retreat as Senate rules knock out key Medicaid regulations
As the bill was inched past the finish line, White House spokesperson Karoline Leavitt argued that the measure would strip vulnerable Americans from health care.
“This bill protects Medicaid… those who really deserve this program, poor, pregnant women, children, sick Americans who cannot work physically. They guarantee that healthy Americans who can work 20 hours a week will actually do so.
As White House Press Secretary Karoline Leavitt holds a press conference at the White House in Washington, DC on June 30, 2025, media members are raising their hands to ask questions.
Leavitt added that the measure will address “waste, fraud and abuse” and remove around 1.4 million illegal immigrants from the program.
Experts say Medicaid changes to “big beautiful bill” are “common sense” in health care policies
“For taxpayers who pay for Medicaid programs, it’s completely reasonable to argue that everyone in the program that can contribute is working,” Michael Cannon, director of health policy studies at Cato Institute, previously told Fox Business.
The bill asks Medicaid members, skilled and adult adults without children, to work or volunteer about 20 hours a week.

Nina Schaefer, director of the Heritage Foundation’s Center for Health and Welfare and Welfare Policy, described Medicaid regulations as “a common sense change in management.”
“The Medicaid program is over 60 years old and has been running on Autopilot for a long time. These changes begin to bring much needed monitoring, transparency and accountability to the program,” Schaefer said.
