The Los Angeles Police Department is investigating a fatal officer-involved shooting that occurred on the evening of July 10th in the city’s 77th Street Division following a conflict involving an armed suspect.
According to a preliminary statement from the LAPD military investigation unit, the incident occurred around 6:20pm near Crenshaw Boulevard, just south of Hyde Park Boulevard. The officer in uniform with details of the department’s gang enforcement, observed a man later identified as 63-year-old James Tulls and left the parked vehicle carrying a handgun.
Police say Tars walked to the sidewalk where he became involved in a physical altercation with another man. When the officers moved to intervene, Tars is said to have fired a round from his weapon. The officer responded with a gunfight, shocking Tars, which fell to the ground.
Officers provided medical assistance until Los Angeles Fire Department officials arrived. The department declared that Tullous was dead on the scene.

Investigators in the LAPD’s military investigation unit later determined that the conflict began as an oral conflict. The victims of the argument were not injured and officers and other community members were not harmed during the encounter.
A semi-automatic handgun was recovered at the scene and reserved for evidence.
LAPD emphasized that the investigation is ongoing and that the details released so far are based on early findings. “The department’s understanding of facts and circumstances may change as additional evidence is collected and analyzed,” the statement said.
The Force Investigation Department continues to review witness statements, physical and digital evidence, and forensic material related to the case.
