The four Sacramento County 36-year-old mothers and her eight-month-old daughter disappeared more than two weeks ago after the appointment of a doctor in Fresno, and the family became desperate and did not lead law enforcement.
Whisper Owen, 36, and her daughter Sandra McCarty were last seen on July 15, according to a news release from the Fresno County Sheriff’s Office.
The pair left Elk Grove, and Owen and her partner lived with three other children around 4am that day, making a roughly 160 miles drive to Fresno. Owen’s mother, Vicki Torres, told the Los Angeles Times that the 36-year-old stopped by her house before being appointed to change diapers, before checking into the doctor’s room at 8:30am.
After an eight-month visit, Owen and his daughter visited her brother Fresno’s home until about 2:45pm.
At about 8pm, Atwater license plate readers, about 65 miles from Fresno, found Owen’s Silver 2006 Chevrolet Rail Blazer. Torres thinks he will likely stop using Toren and get the Sandra baby formula.
Surveillance footage from a smoke store near Atwater showed Owen changing Sandra’s diaper in the parking lot about 30 minutes ago, authorities said.
No one has seen or heard from the pair since.
Owen’s mother said it’s not uncommon for her to stay in Fresno for days at a time, so when she hadn’t heard from her daughter’s partner that she hadn’t returned home that night, she hadn’t been worried.
Three days later, Owen’s partner, who had called Torres to ask about Owen, was not three days later.
“So at that point everything started to scare me,” Torres told The Times.

The Fresno County Sheriff’s Office said so far no information has been found to explain the pair’s loss of failure, and this week the Fresno Police Station’s Missing Persons Unit said there is no new development in the case.
In a statement to the Times, the police department said investigators had found no indication that foul play was involved.

Frustrated by the lack of progress in the case, Torres said she reached out to the Sacramento Police Department and the Federal Bureau of Investigation, but she added that they had not responded.
Families, including Owen’s partner, search the road between Fresno and Sacramento, post flyers and post information about the dire situation on social media.
Torres told the Times that Owen’s other children are “losing their hearts” and that his daughter would never run away and leave the other children behind.
Owen is 5 feet 6 inches tall, weighing about 145 pounds and is said to have blue eyes and brown hair, but her daughter Sandra is 1 feet 10 inches tall, weighs 17 pounds, and has green eyes and brown hair.
Officials with the Fresno County Sheriff’s Office urged those to make sure Owen and her daughter call 911 soon.
“It’s really hard for me to imagine my mother keeping my brain out and continually figuring out what happened to her,” Torres told The Times. “And that beautiful little baby. God, I hope she’ll be with her mom, what happened.”
