Massachusetts Gov. Maura Healy announced the closure of all remaining hotel shelters in Bay amid the formal end of an executive emergency project focused on the state’s Biden-era immigrant influx.

Meanwhile, Mike Kennelly, the Republican rival in the 2026 governor sweep who served as state housing secretary under GOP Gov. Charlie Baker, told Democrats “say so.”

Healy described her emergency order period as a success, and when she took over from Baker, she said, “The family was in hotels throughout the state, and the family stayed in shelters for months, sometimes years.”

“There was no plan to reform the shelter system. It surged demand, protected taxpayer dollars or helped families leave shelter. We can agree that hotels are not a place to raise families.

In 1983, it was GOV at the time. Michael Dukakis has signed what is the only country in which it relies on statewide shelter laws to begin moving the conditions of such an immigrant housing crisis.

Healy and the Democratic Congress of Boston have amended the Dukakis law to a six-month limit, requiring evidence of residence and appropriate immigration documents, with a few exceptions.

Kennelly said he warned Healy about a “potential and looming immigration crisis.” I warned her in writing.”

“She didn’t listen,” he posted Tuesday, accusing Healy of “playing politics” during the Biden era, and of “selling false hope” to immigrants and taxpayers.

“Hotels may be closed for now, but the crisis continues through home-based programs and runaway spending,” Kennelly said, adding that if elected, they will “audit and fix it.”

Kennealy’s comments come weeks after the report showed Bay Staters cumulatively spent up to $1 billion on the state’s emergency shelter program in 2025, with immigrant families making up a significant portion of those receiving assistance.

The cost is $3,496 per week per family, or about $1,000 per person per person for a program known as the emergency assistance system, according to the state’s Department of Housing and Living Communities Enforcement.

A Healy spokesman told the Boston Herald on Monday that the governor “has taken over the shelter system disaster” from Kennelly.

“Gov. Healey is to take action to implement the length of stay restrictions, require criminal history checks, require residents to prove their Massachusetts residence and legal immigration status, and take their families out of the hotel,” Karissa Hand told the paper.

A Kennelly spokesperson said the current Candy Dating warned that both Healy and Lieutenant Colonel Kim Driscoll were both in an imminent crisis.
