The 36-year-old mother of an 8-month-old daughter who disappeared weeks ago after a doctor’s visit in Fresno was found dead on Sunday in an underwater “pinned” SUV, according to law enforcement and multiple media reports.
Whisper Owen and his daughter, Sundrama Cactay, were last seen by Fresno County Sheriff’s Office officials on July 15th.
The pair left Elk Grove, and Owen and her partner live with three other children around 4am that day. Owen, 36, stopped by her mother’s house before planning to change Sandra’s diapers and checked into the clinic at 8:30am.
After an eight-month visit, Owen and his daughter visited her brother Fresno’s home until about 2:45pm.
At about 8pm, Atwater license plate readers, about 65 miles from Fresno, found Owen’s Silver 2006 Chevrolet Rail Blazer.
Surveillance footage from a smoke store near Atwater showed Owen changing Sandra’s diaper in the parking lot about 30 minutes ago, authorities said.
No one had seen or heard from the pair since.
Owen’s mother previously told the LA Times that it wasn’t unusual for her to stay in Fresno for days at a time, so when she hadn’t heard from her daughter’s partner that she hadn’t returned home, it didn’t happen to her.
Three days later, Owen’s partner, who had called Torres to ask about Owen, was not three days later.
“So at that point everything started to scare me,” Torres said.

Owen’s 2006 Chevrolet Trailblazer was placed on Sunday by volunteer diver Adventures With Purpose, an organization that helps search for missing people, said in a Facebook post.
“With the help of Juan Heledia from Angeles Recovery, we were able to confirm that Whisper was inside the vehicle,” the organization writes. “She was doing everything she could as a mother to try to save her daughter Sandra.”

According to KTLA’s Fresno sister station, the volunteer organization used sonar to locate the Owen vehicle, located under the underwater canal near Highway 120 and the bridge on Victory Avenue in San Joaquin County, about 40 miles from its last seen in Atwater.
The vehicle was then removed from the water by San Joaquin County Emergency Services, and Fresno County Sheriff’s Office officials confirmed that Owens and her daughter’s bodies were inside, according to the Times.
Previously, sheriff’s investigators said they had found no evidence to suggest that foul play was involved in the loss of mother and baby.
The California Highway Patrol is currently dealing with investigations into how the SUV has become underwater.
