Downtown Los Angeles is expected to reach a high of 69 degrees and a low of 58 degrees on Halloween. The San Fernando Valley is expected to see highs around 71 degrees and lows around 48 degrees, while coastal cities in Los Angeles are expected to see highs around 68 degrees and lows around 52 degrees. .
