A Southern California man was sentenced for implementing a scheme that fraudulent Medi-Cal over $20 million in fraud.
Oscar B. Abron III was implementing the scheme with two accomplices, Stephen Derrick Fleming and Mohamed Wadda El Natchev, according to the California Attorney General’s Office.
Abrons and Fleming jointly ran an unlicensed clinic called God’s Property. There, Medi-Cal beneficiaries were “paid cash in exchange for obtaining medically unnecessary prescriptions of HIV drugs, antipsychotics and controlled substances.”
The crime took place between June 23, 2014 and October 1, 2016. The pair was joined by Orange County-based physician Elnashev to implement the scheme.
During this time, El Natchev had become the top prescriber of California’s HIV drugs, prosecutors said. Through this scheme, the trio scamned Medi-Cal for over $20 million.
On June 27th, Abron was sentenced to four years in prison for his involvement. A reparation hearing will be held to determine the amount Abrons will pay.
Fleming was previously sentenced to five years in state prison, El Nashev was sentenced to five years in local custody and also waived his medical license.
“When medical operators use Medi-Cal for their personal benefits, they are not only stealing from taxpayers, but also undermining the health and trust of the community,” said California Attorney General Rob Bonta. “We will not tolerate this illegal behavior and continue to ensure that Medi-Cal Services will be provided to those who need them most and hold the individuals or entities who utilize this program accountable.”
