When Anmad Ahtar, 33, of Stockton, contacted someone he thought was a member of the Islamic State in February 2025, he expressed his support for the terrorist organization.
He was actually sending a message with a federal agent in the Undercover Investigation, according to a statement from the US Lawyer’s Office for the Eastern District of California.
Prosecutors claimed in conversation with the agent that Akhtar wanted to travel abroad and fight for ISIS.
While he was investigating, Akhtar sent money to the agents several times, the prosecutor said. When the agents told me that the money had raised guns for the Islamic State, Ahtar was said to have replied, “May Allah destroy our enemies.”

He also allegedly asked for instructions on how to make an explosive device to “make a boom” at public events.
On Monday, Akhtar finally met in person with contacts with ISIS (federal agents). At the meeting, the suspect provided “clothing, binoculars, $400 in cash, two loaded guns and six additional magazines” and pledged a pledge of loyalty to the Islamic State, prosecutors said.
He was arrested Tuesday and charged by the US Lawyer’s Office with attempts to provide material support to foreign terrorist organizations.
If convicted, Akhtar would face a maximum penalty of 20 years and a $250,000 fine in prison.
