The 31-year-old man from Los Angeles County has been accused of stealing thousands of dollars from the victims under the guise of an Internal Revenue Service agent, officials announced Sunday.
The investigation into the incident began on May 1 when deputies from the Riverside County Sheriff’s Department of Noco Station responded to the 2300 block of KIPS Korner with reports of fraud.
“The victim told deputies that an unknown suspect was spoofing an internal revenue officer and forced him to spend around $20,000 by fraudulently advising that his financial account had compromised,” an RCSD investigator said in a news release.

The suspect contacted the victim once again, later identified as Jikuan OU, a resident of Arcadia, claiming he would need to pay additional funds and claiming he would come to pick up the money himself.
The 31-year-old reportedly arrived when his deputy was there and detained him.

Officials said the search for his vehicle revealed a firearm, multiple identification cards and drugs.

The 31-year-old suspect was booked at Robert Presley Detention Center for numerous fraud-related charges and drug possession.
