Detectives are not accused of fatally shooting an innocent bystander in Norwalk

The California Department of Justice has determined that he will not face charges with fatal shootings of innocent bystanders in a shootout with a suspected carjack in Norwalk.

Pedro “Pee Wee” Lopez was murdered on February 17, 2022, and Los Angeles County Sheriff’s Office deputies were pursuing Andre Mara, who had wanted to be carjacked and assaulted three days ago, authorities said.

Mora had already traded fires with detectives when she came across Lopez’s garden on Foster Road around 7pm that night, DOJ explained in a report released Thursday.

“Mora ran to the front yard of a private residence and then to a narrow, crowded side with various objects,” the investigator said. “Mr. Maura then pointed the handgun at the detective and fired a 14-round.”

Mora was shot multiple times but survived. He ran into the house where he was barricaded for several hours.

They discover that Lopez, 67, died from one gunshot to his head in the side yard.

It was dark and the side yard was so crowded with objects like bikes, tools, clothing, toilets and more, so DOJ said it was likely “not capable” to know that Lopez was there. .

“There is insufficient evidence to support criminal prosecution based on the investigation and review of evidence, and on the basis of applicable laws, legal principles and subsequent analysis. [the detectives]The station concluded. “As in this case, no further action will be taken.”

Neighbors told KTLA that Lopez is a beloved fixture for the community. He was known as the “topless neighborhood watchman.” Because he often protects the area without wearing a shirt.

In its report, the DOJ recommended that LASD issue body decorations to all agents, including plain cloth representatives.

“LASD recommends developing a policy regarding the circumstances that agents who are wearing plain clothes or not wearing uniforms can and must enable BWC,” the report states.
