The Doge’s delegate administrator detailed that Elon Musk will not report to delegate Doge Chief, not an employee of the US Doge Services.
“Elon Musk doesn’t work for USDS. I won’t report to him. He won’t report to me. To my knowledge, he is a senior White House adviser,” Doge’s representative administrator, Amy Gleason, wrote in a declaration included in Friday’s court filing.
Musk has been the public face of Doge for months as President Donald Trump celebrates billions of dollars in savings that his administration has saved through work to block overexpenditure, mismanagement and fraud. But Musk “doesn’t have the actual or formal authority to make government decisions himself,” he works as a senior adviser to the president, White House officials said in another court filing in February.
The White House identified Gleason last month as the official Chief of Doge’s deputy. Gleason, a little-known civil servant who also worked in the first Trump administration, provided the declaration in a court filing, including last week’s lawsuit against DOGE, further explaining how the Bureau operates.

“In my role at USDS, I will oversee all USDS employees and details from other agencies to USDS,” Gleason wrote in the declaration. “I will report to Susie Wills, Chief of Staff at the White House.”
Gleeson previously worked for US Digital Services, which was established in 2014 by former President Barack Obama as the Technical Bureau of the President’s Office of Executive Office. Trump signed an executive order in January, renaming his office to the US Doge Service and founding Doge.

In addition to overseeing USDS, Gleason will also oversee the temporary organization of Doge Service in the US. This is the office established by Trump, which was under the umbrella of USDS in January and expires on July 4, 2026.

Gleason explained Trump’s executive order under the establishment of Doge, declaring that the agency’s chief was accused of creating his own Doge team to find and eliminate excess spending. Gleason said each agency Doge team consists of agents’ employees or specialists who don’t report to her.

“All members of the agency’s Doge team are agency employee or agency details. Whether it’s agency employee or agency details, members of the Doge team report to the agency head or its designated person, not me or the others at USDS,” she writes.
“In some cases, members of the agency’s Doge team are USDS-to-agent details. USDS detailers are assigned to the agency Doge team and are overseen by detailed agent staff to act in their capabilities as Doge team details,” she added.
Gleason is described as “world-class talent” by his former colleagues, and is “world-class talent”, frequently working long hours and apolitical.

Doge saved an estimated $115 billion in government spending in the form of labor cuts, contract cancellations, regulations savings and other initiatives, according to its website. Trump repeatedly touted Doge’s work in public remarks, including rattling off the list of government grants that have been x since taking office during his first speech to a Congressional joint session earlier this month.

Democrats and federal employees have won against DOGE since Trump took office, including staging protests outside the federal building in Washington, D.C., and protesting Musk for his involvement with Doge in particular, since Trump took office, and investigating and massive terminations progressed at various agencies.
