First Fox: President Trump’s “Nicotine Freedom Crusade” could be prepared to roll back Biden-era policies related to nicotine and tobacco products to reverse key rules that are important steps for experts who spoke to Fox News Digital.
Shortly before Trump took office, Biden’s FDA proposed rules that he described as “bold” at the time.
According to the FDA, tobacco and “another specific burning tobacco products” will not be allowed to exceed nicotine more than 0.7 milligrams per gram of tobacco under the proposed regulations. The agency said that lower levels of nicotine are “low enough to prevent the addiction from being created or maintained.”
The FDA has argued that the rules “do not prohibit” cigarettes, but critics disagree, and are optimistic that Trump will continue to seek nicotine freedom and overturn the rules.

“Biden’s legacy on tobacco policy is one of the ham-fist regulations, one of the bans that crippled bureaucracy and fueled large criminal markets from cigarettes to Chinese steam,” the former assistant director of ATF, executive director of Tobacco’s law enforcement network, told Fox News Digital Digital.
“President Trump can put his nails on that failed era co-hosted era by killing this insane ban on cigarettes and focusing resources on vigilance enforcement.”
Peter Brennan, executive director of the New England Convenience Stores & Energy Marketings Association (NECSEM), told Fox News Digital that “prohibitive tobacco policies” would “penge small businesses by removing sales from stores and pushing them into the streets and illegal markets.

“Biden’s plan to ban all cigarettes is a real threat that still lies in his head,” Brennan said. “We hope that President Trump will support American convenience stores by stopping this tragic idea.”
Trump has taken several actions in the nicotine space since taking office, including withdrawing the proposed rule to ban menthol cigarettes after the Biden administration said he intends to make the ban a reality after years of defense from banned groups.
A few months later, experts who spoke to Fox News, the director of FDA tobacco, whom critics believed was a key figure behind the administration’s efforts to ban menthol, and who spoke to Fox News, whose “war on nicotine” was praised earlier this month.
“President Trump has successfully completed the nicotine Freedom Crusade since taking office, abolishing Biden’s misguided menthol ban and fired the FDA architect behind it,” the Republican strategist who worked on Trump’s election in 2024 told Fox News Digital this week. “The logical next step is to officially remove Biden-era rules to ban low-nicotine products.

Biden’s “war on nicotine” is believed to have hurt the presidential campaign along with the surge in illegal Chinese steam over the past few years, along with the presidential election of Kamala Harris, who ultimately replaced him with tickets.
“If President Trump withdraws Biden’s tragic rules to effectively ban cigarettes, it would be a huge victory for his working class coalition,” a person close to the Trump administration told Fox News Digital.
