A federal judge in Rhode Island issued a preliminary injunction Thursday, blocking the Trump administration to states that refused to denial the Federal Transport Fund and did not cooperate with immigration enforcement agencies.
The 20 Democrat-led states filed a lawsuit against President Donald Trump’s administration, challenging the new Department of Transport (DOT) policy of withholding or terminating federal funds to states or local governments that do not adhere to immigration enforcement policies.
On Trump’s first day in office, he issued a drastic executive order denying federal funding for “so-called sanctuary jurisdictions.”
US District Judge John J. McConnell Jr. issued an interim injunction on the Trump administration’s efforts on Thursday, calling it “unconstitutional and/or illegal” because it violates the Administrative Procedure Act.

McConnell also said the Trump administration’s actions are either highly emphatic or beyond legal authority, exceeding Congressional authority under the spending clause.
Under the interim injunction, the Trump administration is “prohibited from implementing or enforcing the terms of immigration enforcement, as stated in the Duffy Order,” McConnell wrote.
He also said the defendant is “prohibited from withholding or terminating federal funds under the terms of immigration enforcement, as stated in the Duffy directive, which does not have a specific statutory approval.”

“Defendants are prohibited from taking any action against state entities or local jurisdictions, including prohibiting receiving or disqualifying federal funds under the terms of immigration enforcement, under the absence of certain legal approval,” the ruling continued. “The court prohibits and prohibits attempts to implement the terms of immigration enforcement and cases in which the defendant implements or enforces the terms of immigration enforcement.”
Fox News Digital contacted the White House to comment on the issue.
Even this week, Transport Secretary Sheen Duffy warned the “Rogue national actors” and federal immigration enforcement who are not working with US Immigration Customs Enforcement (ICE) that they might be on the hook to clean up their mess.

More recently, Duffy directed comments on California officials who distanced themselves from immigrant enforcement while riots and protests continue to erupt in places like Los Angeles.
Duffy suggests that political leaders will work well with the Trump administration.
“USDOT will not fund fraudulent national actors who refuse to cooperate with federal immigration enforcement,” Duffy said Monday. “And don’t expect any red cents from the dots either, in the city where rioters are standing while destroying transportation infrastructure.”
Duffy said in April that federal grants are obligated to comply with federal law.

“It should not be controversial — enforce our immigration rules, end anti-American DEI policies, and protect free speech. These values reflect the priorities of the American people, and I will take action to ensure compliance,” he said.
