Five people died of cannabis manipulation and charged with murder

Six people have been arrested, including two people charged with murder in connection with the illegal cannabis business that killed five people, according to Los Angeles County District Attorney Nathan Hochman.

The business focuses on cannabis extraction, whose owners operated a warehouse in Irwindale, which exploded in 2023, and launched a fire in a lab in South El Monte in 2024, Hochman said in a news release.

Yi Luo, 47, of Baldwin Park. Xin Chen, Rosemead’s 59. Guangqi Fu, 35, of Chino. Quizhuo Liang, 35, of Monterey Park, worked in a warehouse in the 1400 block of Arrow Highway when it exploded on October 9, 2023, killing all four of them.

The warehouse was used to extract honey oil, Hochmann said.

Bordin “Tony” Sikarin, 57, of Buena Park, was fired at the South El Monte Institute on November 18, 2024.

“This case shows the fatal and disastrous consequences of illegal cannabis operations when putting reckless greed in the safety of employees and neighbors,” Hochman said. “Marijuana may be legal in California, but this type of high-risk illegal activity is not. These drug trafficking organizations have no place in our community and my office will work with local, state and federal law enforcement agencies to hold them accountable for engaging in this illegal trade.”

After a business investigation, Ted Chien, 43, of Temple City, faces five murder charges and multiple special allegations of murder.

“He is also facing two felony arsons, with eight felony counts that cause major bodily injury and produce controlled substances, and three felony counts that maintain a place where the controlled substance is sold or used,” said Hochman’s Office.

Rosemead co-defendant Han Quan Jiao, 55, was also charged with one count each of murder and arson, with a massive physical injury, producing eight counts of controlled substances and maintaining a place where the controlled substances are sold or used.

While Chen faces the biggest death or life in prison without parole, Ji Ao could be sentenced to life in prison.

Despite five deaths, Jiao and Chien continued their business until authorities attacked nine LA County locations earlier this week, including “a large lab in Raverne adjacent to the San Gabriel Mountains.”

Four other people were also charged with the following count.

Xiaolong deng, 36 1 counts each of conspiracy to manufacture controlled substances one count of one manufacturing substance, compounding, or controlled substance production of Chengyan Xu, 61 counts each of one conspiracy to manufacture controlled substances one count of Christopher Reyes, one comstred cumputians a Control Subsuries two controlled substances Frank Herrera, 35 counts each of the conspiracy to manufacture controlled substances one count of production, composite, or controlled substance production

Xu faces maximum sentences in prisons of up to eight years and eight months, while the other three face a maximum sentence of seven years.
