Food Stamp Work Requirements could strike millions more Americans with a new House bill

First Fox: House Republicans are looking at reforms to the federal interests that impose work requirements on wider Americans.

Dusty Johnson (Rs.D.), the chairman of the right-wing pragmatist Main Street Caucus, studied by Fox News Digital, plans to introduce the “American Work Act of 2025.”

The bill is a supplementary nutrition support program (SNAP) (collectively known as food stamps) between the ages of 18 and 65, and is a single competent American. is mandatory.

According to a summary provided to Fox News Digital, adults with dependents under the age of 7 are exempt.

“If we want to continue our welfare programs on the path of poverty, then those who can do the job should work should work,” Johnson told Fox News Digital in an interview. “There is no reliable path from poverty, but at the heart of it is no work, training, or education.”

That comes as House Republicans are ready to negotiate how to cut spending in plans to move President Donald Trump’s agenda through the budget settlement process.

By leveling the House and Senate passage thresholds with a simple majority, the settlement will allow parties to make budget or other financial priorities in large laws with zero support from other lawmakers. You can pass it on. Otherwise, the Senate passage threshold is two-thirds for most items.

GOP lawmakers are trying to achieve Trump’s policies broadly, from funding border walls and detention beds to eliminating taxes on slopes and overtime wages.

To offset the costs of that spending, the House Settlement Framework directs several committees to find areas of spending reduction. The House Agriculture Committee, which oversees SNAP, must aim to cut spending at least $200 billion.

The new bill is the ability to exempt the Department of Agriculture (USDA), which oversees food stamps, from people living in counties with unemployment rates above 10%.

Two sources familiar with the debate told Fox News Digital that Johnson’s bill is very similar to what will ultimately happen with the Republican settlement bill.

However, when asked about cost forecasts, Johnson emphasized that his bill was motivated by social change rather than financial change.

“I expect it to be a major cost reduction. I think it’s important, but my main motivation is not how much money they save, but how much work requirements improve their lives. It’s proof of that,” he said. “I want people to escape poverty.”

Currently, adults ages 18 to 54 can receive three months of SNAP benefits over three years, up to three years.

Johnson’s bill would also strip the current exemption for young adults and veterans who have recently been aged from foster parents. These were included during bipartisan negotiations by raising debt restrictions in 2023 as part of the Fiscal Liability Act.

“The concessions we had to make in the Financial Liability Act to get things done weren’t a useful change,” Johnson said when asked about the change.

“We were telling all veterans and all young adults ex-foster parents that work requirements didn’t apply to them.

He noted that there are still exceptions, including pregnant women, people with disabilities and those living in high-rise counties.

“My bill goes back as before. This is an eligibility requirement that applies to veterans and foster children, and applies to everyone else,” he said.
