Funeral service for detectives killed in East LA explosion – NBC Los Angeles

The first funeral for three Los Angeles County Sheriff’s detectives will be set up.

det. William Osborne is remembered during his service at Friends Church in Yoruba Linda, according to the Sheriff’s Office. Sheriff Robert Luna will be present at the service and may include representatives of law enforcement agencies throughout the region.

Osborne was killed in an explosion that occurred at the Viscales Regional Training Center around 7:30am on July 18th. Sheriff’s detectives Joshua Kelly Ecklund and Victor Remus also died in the explosion.

The alcohol, cigarettes, firearms and explosives-led investigator continues, but is believed to contain one of two hand rena bullets seized from a storage box in an apartment in Santa Monica one day before the explosion.

Osborne graduated from Sheriff’s Academy in February 1992.

He was initially assigned to the Men’s Central Prison and was transferred to Pico Rivera Station in 1998 as a patrol assistant. He moved to the Industrial Bureau in 2001, where he was promoted to the rank of detectives, where he received a commendation for his job in recovering stolen vehicles.

After working as a detective for over a decade and handling more than 100 cases each year, Osborne moved to the Training Bureau in 2016 as an instructor at the Emergency Vehicle Operations Center. The department praised his love for investigating returning him to detective again.

Osborne joined the Special Enforcement Bureau in 2019 as an arson and explosive investigator, dealing with incidents involving high-loss fires on residential properties and fires, including loss of life.

He explained in an obituary provided by the department that “one life bomb technician who was regularly dependent upon when faced with new challenges can rely on having extensive experience and providing relevant insights on a wide range of subjects.”

Osborne was survived by his wife, det. Shannon Rincon, four sons and two daughters.

Kelley-Ecklund’s funeral will be held on Thursday at Grace Baptist Church, 22833 Copper Hill Drive, Santa Clarita. Lemus’ third funeral is scheduled for August 12th at Calvary Chapel Chino Hills, 4201 Eucalyptus Ave., Chino.

Sheriff’s detailed arson explosive investigators assisted Santa Monica police on July 17 to retrieve a hand-rena bullet found in the building storage unit of an apartment near Bay Street and Lincoln Boulevard. The device was inspected and considered to be X-ray and inert, but sheriff officials recovered the rena bullet and took it to the Viscale facility in the 1000 block of Northeast Avenue.

The reason why the single hand-en-en-mut exploded remains unknown, but Luna said the investigation determined that only one device had exploded.

The location of the second hand bullet remains unknown. Luna said the department has launched an internal investigation into handling the situation.

After the explosion, investigators returned to their Santa Monica apartment for a more thorough search, and at least two search warrants were executed in Marina del Rey, where authorities were seen searching for boats and storage facilities.

Details of the investigation have not been published.
