Glendale terminates contracts to house detainees in prisons with HSI, ICE and NBC Los Angeles

The city of Glendale announced on Sunday that it would end its agreement with Homeland Security and ICE to house federal detainees in prison.

The decision comes after scrutiny from community members and activists who said the collaboration was against Sanctuary City’s laws.

“The local decisions reflect the core values ​​of public safety, transparency and community trust. The Glendale Police Department does not enforce immigration laws and remains fully compliant with SB 54,” the city wrote.

Since January, 82 people have been detained on the ice and held at Glendale City Jail. A city spokesperson told NBC4 that detainees spent six to 12 hours at the prison facility, but they had no fingerprints or appointments.

The city claimed that the prison provided individuals with beds, food, water and medical care. They added that they do not house minors.

In 2017, Senate Bill 54 was passed, making California the country’s first sanctuary. Under the bill, state and local law enforcement agencies are prohibited from allowing federal immigration officials to use spaces within their facilities.

Ice detainees are being held in Glendale, with some immigration advocates calling violations of California’s sanctuary state law. The video aired on NBC4 News at 11pm on June 5th, 2025.

Glendale says he has been signed with ICE since 2007.

Andres Kwon, together with the American Civil Liberties Union, calls the city’s agreement with ICE a violation of California law.

“Ultimately and effectively, this Glendale deal helps the Trump administration implement a deportation agenda that has been racist and has abused the constitution, citizens and human rights countlessly,” Andres Kwon said. “The shocking Glendale has this deal and should be over soon.”

At a city council meeting, an immigration lawyer claimed that her client was not being provided with food at the facility, urging the council to reconsider the contract.

Councillor Ellen Assatrian argued that the city is fully compliant with SB 54, according to the Glendale police chief.
