President Donald Trump signed a declaration on Wednesday on Harvard University’s exchange program, a student visa for foreigners seeking a continuing feud move between the White House and Ivy League schools.
The declaration directs the State Department to “revoke” existing academic or exchange visas for current Harvard students who meet certain criteria.
“Admission to the US to attend, research or teach at our country’s higher education institutions is a privilege and not a guarantee recognized by our government,” Trump said. “That privilege is inevitably linked to the host institution’s compliance and commitment to complying with federal law. Harvard University failed in this respect.”
This declaration does not apply to foreigners attending the Student Exchange Visa Program (SEVP) of other universities and exempts others who are deemed to be participating in the national interest.
The State Department is currently scrutinizing all visa holders related to Harvard.

Last month, the State Department said it would begin scrutiny of not only student visa holders, but all visa holders related to Harvard University. This investigation aims to identify potential security vulnerabilities or other abuses in the visa system.
Wednesday’s declaration cited Harvard’s history “on foreign bonds and extremism.”

“Harvard is unable to provide sufficient information to the Department of Homeland Security (DHS) regarding known illegal or dangerous activities of foreign students, and is reporting missing data on only three students.”
Harvard also said it has developed “a wide-ranging entanglement with foreign enemies” while receiving more than $150 million from China alone.
In exchange, Harvard “participated with China-based individuals on research that could host China’s Communist Party paramilitary members and advance China’s military modernization.”

The Trump administration accused Harvard of not breaking down anti-Semitism on campus.
According to the declaration, Harvard said he has seen “a dramatic increase in crime in recent years, while at least some categories of violations of campus have not been regulated.”
Harvard officials said the Trump administration is retaliating against the university with a move to freeze taxpayer-funded research grants, register international students, end tax exemption status and launch an investigation into whether it discriminated against white, Asian, male or linear employees or job seekers.
