Defense Secretary Pete Hegses ordered a top-down Army transformation on Wednesday, with the aim of reorienting service towards the Great Power race.
With an emphasis on developing China’s counter, space and counter space capabilities, and accelerating the Pentagon’s new Golden Dome strategy, aggressive modernization efforts will direct the Army to reduce legacy systems of aging, rebuild headquarters commands, and introduce new technologies more quickly.
The memo ordered the Army Futures Command based in Austin, Texas, headquartered in Fort Eustis, Virginia, and at Merger Forces Command in the Northern and Southern United States Army.
“To build slimmer and deadly forces, the military must transform at an accelerated pace by rebuilding outdated, redundant and inefficient programs, as well as headquarters and acquisition systems,” writes Hegses.

“At the same time, the Army must prioritize investments according to the administration’s strategy, and prioritize existing resources to improve air and missile defense through the Golden Dome through the capabilities of America, cyber, electronic warfare and counterspace.”
Hegseth hopes that the Army will lead long-range missiles that can hit targets on moving land and seas into the field, and that by 2027, it will be able to achieve electromagnetic and air domination as the potential for conflict looms in Indo-Pacific theatres.
The memo supports cheap drone packs, seeking to reduce the formation of artificial attack helicopters and reduce the position of the general by focusing on command structures on fighters.

Hegseth has ordered the Army to enable AI-led command and management at theaters, corps and divisional headquarters by 2027, and to expand 3D printing of weapons.
The memo also calls for the presence of the Army in the Indo-Pacific to be stacked in more joint exercises with allies in the region.

The Army will review inefficient contracts, cancel, move from program-centric funding to capacity-based funding, add the right to repair clauses in all contracts, and implement performance-based contracts to reduce waste.
The Secretary of Defense also calls for reforms to the employment and firing of the system, as well as to reduce climate initiatives, legacy maintenance initiatives and spending on overtravels.
