Edwin J. Filner, a prominent figure in the American conservative movement and co-founder and former president of the Heritage Foundation, passed away Friday at the age of 83.

Feulner again served as president of the organization from 1977 to 2013 and from 2017 to 2018.

He was the longest serving president after helping to create a Washington, D.C.-based think tank in 1973.

“Ed Fiulner was more than a leader. He was a visionary, builder and a patriot of the highest order,” Heritage President Kevin Roberts and Councillors Chairman Barb Van Ander Gabby said in a joint statement. “His unwavering love for a nation and his determination to protect the principles that made America the most free and prosperous nation in human history shapes and still does so.”

The group organized Project 2025, a controversial initiative that provides right-wing policy recommendations to the second Trump administration. Feulner later co-authored the initiative, where he and Roberts met with President Donald Trump ahead of last year’s election. Feulner also joined Trump’s transition team ahead of his first term.

Under his leadership, Heritage established a new model of conservative policy advocacy. This shaped Reagan-era reforms and pushed market-based ideas into the political mainstream. Feulner has been active throughout Project 2025 and maintains a second Trump terminology transition plan that has attracted praise and criticism for its hard-hit policy proposals.

The author of nine books and former council aides, he was also involved in a variety of other conservative organisations.

Edwin J. Feulner, co-founder of the Heritage Foundation, was again president of the organization from 1977 to 2013 and 2017 to 2018.

“Whether they had put together various corners of the conservative movement at the Philadelphia Society meeting or launched the current Heritage Strategy Forum, Ed defended bold ‘big tent conservatism’,” wrote Roberts and Andel Gabby. “He furthermore, not subtraction, not unity, not unity, and one of his favorite mantras was “winning through multiplication and addition, not division or subtraction.” His legacy is not just the institutions he built, but also the movements he grew up in: faith, family, freedom and establishment. ”

“His ‘feulnerisms’ still resonates in the halls of heritage where they are always remembered. For example, people are policy. The heartbeat of his mission will equip, encourage and promote a new generation of conservative leaders not only in Washington, but throughout this great nation,” the statement continued. “And we still remember that his adjuration never feels satisfied or discouraged. “In Washington, there is no enduring victory or enduring defeat.”

Roberts and Andel Gabby have vowed to honor Filner’s life by “moving his mission forward with courage, integrity and determination.”

“Thank you for showing us what we can do when a loyal, fearless man refuses to give in to the ground in a battle for autonomy,” the leader said of Filner.

The heritage did not reveal the cause of Furner’s death.

Feulner was survived by his wife Lina and his children and grandchildren.
