It was almost 10pm on Sunday night when House Speaker R-La, Mike Johnson, surprised reporters in the hallways of the Cannon House Office Building.
Top House Republicans visited the House Budget Committee with modest, but high scores, prior to the second meeting of the panel on President Donald Trump’s “big, beautiful bill.” The first meeting on May 16 exploded without a resolution when the four Finance Hawks voted against acquiring them by law and moving it to a full house.
“When was the real discussion? [we] I voted not to approve the budget. And the reason I did it with others is because we need to make the regulations better,” RC.
“Overall, it was an opportunity to create a bill that would be better and better. That was the driving force to stop the budget, and then we got some concessions. And when it reached the rules committee, there wasn’t much of annoyance.”

The committee meeting continued mostly with fanfare, except for democratic objections to the bill, before another visit from Johnson, when Johnson signaled that he had sealed the deal.
“I think what happens here is giving all the members, all the Republicans the votes that allow us to move forward, and we’re counting it tonight as a big win,” Johnson said.
He was right, and the law went precisely along the party’s lines.
Fox News Digital was said to be predicting what is called manager corrections. This is a wide range of flexible vehicles that will change the law before a House Rules Committee vote to advance the bill to the full Chamber of Commerce.
The House Rules Committee will serve as the ultimate gatekeeper of most bills before voting throughout the House. Trump himself made a rare visit to Capitol Hill on the morning of May 20th to urge Republicans to vote for the bill.

House leaders again signaled trust late May 21, informing Republicans that they are likely to vote shortly after the House Rules Committee meeting is over. But that meeting alone had already been dragged out for hours from just after 1am on May 21st until he finally voted for Trump’s tax bill just after 2:30am on May 22nd.
Meanwhile, at one point, discussions with GOP Holdout went south overnight.

“Leadership will need to know where to go from here,” Harris said. “I think there’s a path ahead that we can see… I don’t know if we can do this this week. I’m sure we can do it in 10 days. But that’s up to the leadership.”
Harris also said the Free Caucus had a “deal” with the White House. “The White House presented the HFC with policy options that the administration could live with if it could get the vote,” the official said.
However, the manager’s revision that came out shortly after 11pm on May 21st eased at least some of the Finance Hawks’ concerns.
It has strengthened funding for states that did not expand Medicaid under the Affordable Care Act (ACA), and has accelerated the implementation of Medicaid work requirements, including additional tax easing for gun owners.
Meanwhile, these small groups of members of the House Freedom Caucus were meeting with a small group of conservative senators.

“It was our hope that the Senate would come back and deepen the cuts so that we could cut the deficit,” Norman said.
However, this move was not enough to alleviate concerns. Approximately three hours after the release of the amendment, Freedom Caucus Policy Chair Chip Roy, R-Texas, was the only Republican on the House Rules Committee who missed a major vote.
Fox News Digital texted out why Roy missed the vote and was told he was “actually reading the bill.”
Nevertheless, it was passed by 8-4 votes. He urged House leaders to warn members to return for an overnight vote and discussion. Recognizing that if Republicans had enough support on their side, they would be completely on the sidelines, Democrat leaders once again moved to delay the lawsuit.

A whip notification received by Fox News Digital sent to House Democrats warned left-wing lawmakers that “House Republicans plan to vote after debate over the final passage of HR 1 later tonight.”
The notice was House Democrat Caucus Speaker Pete Aguilar (D-Calif), who forced a vote for the adjoining of the House, advised that “an additional proceeding vote is expected.”
It was a long night, so to get Republicans closer to the floor of their home, speakers set up side rooms with snacks and coffee to wait for the proceedings for lawmakers. More Republicans were gathering for cigars and other snacks in the House Budget Committee room just below the hall. The smell of cigarette smoke wafted as Haggard lawmakers shuffled between the two rooms.
Fox News Digital even heard from several lawmakers asking when the final vote would be expected. Meanwhile, Fox News Digital was walking the opposite path from Harris and Roy’s flooring Harabaloo to the much quieter Longworth House Office Building.
Both said they would leave in search of more conversations with White House staff before the final vote.

“The manager’s revisions bring us a little closer, but we are still talking with the government department to see if we can achieve the goals we seek.
Roy said he hopes Republicans will oppose states that have significantly expanded Medicaid groups under the ACA. He also indicated that leaders had suggested that Medicaid reform could come from the White House.
“The speaker mentioned this afternoon… Executive Space, Executive Action, sometimes I think, can handle some of the concerns we had. Again, that’s not what we want, but it will improve some of the concerns we’re worried about in terms of Medicaid expansion,” Roy said.
Fox News Digital has reached out to the White House and the Speaker’s office for comment.
When it was time for the final vote, it seemed enough had been done to get Roy on board. However, Harris voted “now.”
Neither was available for interviews for this story.

The final vote saw only two asylums of Republican lawmakers. Rep. Thomas Massey, R-Ky. , Long Johnson critic and R-Ohio Rep. Warren Davidson.
“I love a lot of the bills, but I promise that someone else will cut spending in the future won’t cut spending. Deficits become an issue and this bill will grow them now. The only legislature we can manage is the legislature where we are. As a result, I can’t support this big deficit plan.”
two other Republicans, David Schweikert and R-Ariz. and Andrew Garbarino, Rn.Y., both fell asleep before the final vote, but said they both voted to pass the bill.
In the end, we went on a vote of 215-214. Republicans erupted in cheers when they realized the victory was locked.

“Democrats have consistently rejected the possibility that House Republicans could do this. They didn’t believe that our mission to enact President Trump’s first American agenda would be successful, but this is a big deal.
The bill is currently being considered by the senators next week. When the senators are already signaling, they are preparing to make changes.
“I encourage my Senate colleagues to think of this as a team effort like us, and to try and avoid changing this as much as possible, as it will be easier to eventually cross the line and get to the president’s desk by July 4th,” Johnson said.
