Pennsylvania Governor Josh Shapiro elicited acute criticism after he joined the lawsuit to block President Donald Trump from banning gender surgeries on boys and criticizing supporters of the state Senate bill that would ban biological men from competing in women’s sports.
The potential 2028 Democrats’ hopes noted that his opposition to Trump’s moves does not necessarily support such a procedure, and that he believes the PhD is not a place for the federal government.
“I am suing the Trump administration along with 16 other states as they threaten baseless civil investigations and criminal prosecutions against Pennsylvania healthcare providers and try to steal medical decisions from their parents and communities,” Shapiro said in a statement in Fox News Digital.
“The freedom to make medical decisions should be between parents, their children and doctors, and I should not wait while the federal government attempts to infringe the rights and freedoms of Pennsylvania families,” the governor said.

Mastotriano, whose populist streaks ruffled some feathers at his own party, is once again considered Shapiro’s top potential opponent in 2026.
He recently stopped investigating on social media and asked supporters if Pagop should support key candidates amid reports that some donors and county GOP chairs want to run state treasurer Stacey Garity.
Shapiro expressed criticism of Trump and Mastoriano in his public remarks reported by Wang, but added that the majority of Democrats have not taken up the bill passed by the Senate, adding that he “has not reviewed it specifically.”

The White House said the lawsuit Shapiro joined was “a reason why Democrats’ approval continues to hit new lows.”
“They support radical policies that more than 90% of America do not support,” spokeswoman Taylor Rogers told Fox News Digital.
“President Trump took decisive action on the first day to stop the sleazy amputation and chemical castration of children that everyday Americans support. The president has the legal authority to protect vulnerable American children through executive action, and the administration looks forward to the ultimate victory over this issue.”

Shapiro is broken with people on the right who are thought to be “extreme” about the matter at his party.

However, Shapiro recently criticized Mamdani for not restraining his most radical supporters.
“You have to speak and act with moral clarity. When your supporters say blatantly anti-Semitism, you can’t make it a space to sit there,” he said.
Mastoriano said “don’t believe it” in cases like Trump’s lawsuits, and Shapiro “pretends to be moderate.”
Shapiro’s supporters pointed out that the July rankings place him as the nation’s ninth most popular governor.
