A federal judge ruled in the Trump administration on Wednesday after a government-funded nonprofit filed lawsuits protecting it from “continuous destruction” from government efficiency (DOGE).
The USIP filed a request for a temporary restraining order (TRO) on Tuesday, claiming Doge “violated a “literal trespass and tank” in the institute’s headquarters building on Constitutional Avenue.”
The organization also condemned the anti-waste initiative of “continuous destruction of the Institute’s physical and electronic property.”
“The defendant is engaged in an act that causes irreparable harm to the lab, which is likely to prevent it from performing its legal function and destroy it completely,” the lawsuit said.

In Wednesday’s decision, Judge Beryl Howell moved to deny USIP’s TRO’s request.
“I think there is confusion in the complaints.
“I think I’m very upset about how Doge has been active in the lab in treating American citizens. But concerns about how this has gone down are not something that can’t shake me up by considering the factors behind the TRO.
Howell, who was appointed Senior Judge of the U.S. District Court for the District of Columbia in 2024, also said he was “particularly concerned about the plaintiff’s potential success.”
“The two most important tests that are likely to succeed in merits and that are likely to suffer irreparable harm are mere stretches here,” added Howell.

USIP, an independent body funded by Congress, was founded in 1984 under the Reagan administration. That goal is[protect] According to its website, US profits by preventing violent conflicts and brokering peace deals overseas.
“Our work will help keep America safe and reduce the risk of the United States being drawn into costly foreign wars that promote terrorism, criminal gangs and migration,” the agency’s website reads. “We will help America become stronger by predicting US influence and strengthening regional partner countries that are becoming unstable by China and other US enemies.”
USIP has not refused to reduce its size to the statutory minimum listed in order to bring back President Donald Trump’s February executive order back to the infamous “federal bureaucracy scope.”
So the Trump administration fired 11 of its 14 board members last week, leaving only Secretary of State Marco Rubio, Secretary of Defense and President of the University of Defense Peter Garvin.
Howell’s decision comes shortly after the White House told Fox News Digital that the Trump administration had destroyed “illegals” USIP.

“No fraudulent bureaucrats will be allowed to hold agencies hostage,” White House spokesman Anna Kelly said in a statement Tuesday. “The Trump administration will enforce the president’s executive body and ensure that his agency is held accountable to the American people.”
