Judge Amir Ali issued the order in Washington’s U.S. District Court on Thursday in a lawsuit filed by two health agencies receiving US funds for programs abroad.

However, the judge said Trump officials were unable to explain why a “blanket halt” for foreign aid programs was necessary before the program was reviewed more thoroughly.

USAID was founded under the Kennedy administration in 1961 and acted as an independent body that worked closely with the State Department to allocate private foreign aid. Under Secretary of State Marco Rubio, the agency could be repealed after a few days of restructuring, he said in a letter to bipartisan lawmakers on February 3.
