Mayor Karen Bass is scheduled to visit the Palisard Fire Burn Zone on Friday morning to announce a new emergency executive order.
The mayor’s office said the new order will help promote the reconstruction process for residents and employers in a way that will better protect against wildfires and other climate-related disasters.
The emergency executive order is expected to include the establishment of a one-stop reconstruction centre in or near the affected burn area, including representatives from all development services departments, including buildings and safety, urban planning, transportation, and more.
To begin the rebuilding process, residents will need to begin “Phase 2” of debris removal. This is removal of the structure’s debris.
There are two options to complete “Phase 2”. Opt in to the US Army Corps of Engineers program to complete the Right of Admission (ROE) form online, allowing USACE to access the properties for cleanup.
The second option is to opt out and work with a private contractor. Phase 1 of debris removal was completed on February 25th. The US Environmental Protection Agency (EPA) has removed dangerous household materials from private property.
The last day you submit your ROE form is March 31st. March 31st is also the deadline for individual FEMA support.
Once approved, USACE will begin removing burn-damaged metal, ash and other common fire debris from residential facilities. The agent will remove the foundation if the property owner specifies it in the ROE. USACE will not be able to begin work until the ROE has been submitted.
