California Sen. Tony Strickland believes policy reforms will be guaranteed after federal authorities stepped in the planned early release of an illegal immigrant convicted of DUI manslaughter in 2021, killing two Orange County teenagers in his district in Seal Beach.
Republicans told Fox News Digital that changes would be needed to programs like the prison-in-credit system, which may have allowed Oscar Eduardo Ortega-Anguiano to be released to the community in July if the Department of Justice (DOJ) and Immigration Customs Enforcement (ICE) were not involved immediately.

“We need to reform these programs. We need to reform some of this. Again, I think the most important role of government is public safety. We need to bring accountability back to our system here in California. If we make a mistake, we can commit a crime.
The Senator said the plan for his early release was “slap in the face of everyone who loved his parents and his deceased children.”
Ortega Anguiano, 43, was drunk and high on the 405 highway in Orange County in November 2021, and killed them when they were killed when they were alive when they were hit by 19-year-old Anya Valforomev and Nikolei Osokin. In the spring of 2022, he was convicted of two counts of total vehicle manslaughter while drunk.

Fox News reported that the victim’s family was notified of the early release on Easter Sunday. However, following the report, the DOJ said they would indict Ortega Anguiano with federal charges in order to keep him behind longer.

“For safety and security, the CDCR cannot provide information regarding the date or location of a person who was incarcerated prior to release. Incarcerated persons may earn credits to participate in rehabilitation programming.
Ice told Fox News Digital that Ortega-Angeiano had previously illegally entered the country twice before the fatal crash deaths of two teens, and had a previous criminal history.

“I was moved by the story and the fact that this never happens,” Strickland said.
However, he said the Sacramento Democrats are mothers about concerns about their early release.
