Los Angeles County officials are seeking an ordinance that prohibits law enforcement officials from hiding their identity while they are on duty.
The move comes after a recent federal immigrant attack in the city where some federal agents covered their faces with masks and refused to reveal their identity.
The Board of Supervisors voted 4-0 on Tuesday with one abstention, ordering county lawyers to draft an ordinance that would prohibit law enforcement agencies, including federal agents, from wearing masks, with a few exceptions during medical protection and undercover investigations.
Officers must also display their identification and agency affiliation visible while working in public places.

Federal agents have been carrying out ice raids in Southern California since June under President Donald Trump’s massive deportation agenda, sparking protests and subsequent deployment of the federal government by the National Guard and Marines. Approximately half of the security forces and all the Marines were pulled out of Los Angeles.
Director Janice Hahn, who co-authored the allegations, said the attacks sparked fear and residents had the right to know who was stopping them, questioning them and detaining them.
“Across the county, people are being pulled out of cars, beaten, torn from their families by men with balaclava, badges and tactical equipment that have no name,” Hearn said. “It’s not how law enforcement works in democracy.”
Hahn acknowledged that it is unclear whether the county will be able to enforce measures against actions by federal agencies, including US immigration and customs enforcement.
“In the end, it may have to be decided by the court,” she said.

Management officials defend the officers who hide their identity, claiming that immigration agents do it for safety to avoid potential death threats and doxing.
“If you’re angry at people wearing masks, I’m sorry, but I’m not going to go out there and put their lives on the line.
Pending measures by the state legislature will prohibit local, state and federal police from covering their faces while working in Golden State. Similar laws have been proposed in other states, with U.S. Senators Alex Padilla, D. Caliph and Corey Booker of DN.J. introducing the bill at the federal level.

In Los Angeles County, county advisors have 60 days to submit draft ordinances to the board for approval.
Another co-author, Director Hilda Solis, said local officials must establish expectations for how law enforcement should act in the county.
“Refusing to show masks, tactical gear and identification is not only surprising confusion, but also erodes public trust and raises serious safety concerns,” Solis said.
