The Encino couple apparently had no idea that police had left their property minutes before the shooting when they were killed when they joined the robbery earlier this month.
“American Idol” music director Robin Kay and her husband Thomas Delca were shot dead on July 10th shortly after being pulled into the driveway around 4:43pm, according to newly released information submitted by court detectives.
Officers of the LAPD West Valley Division were outside their White Oak Avenue home an hour before the event between 4pm and 4:20pm.
The court filing does not specify the time when the officers depart.
Authorities received their second 911 call this week by dispatchers. This was when someone said “someone broke into my office” and said “I won’t shoot me” between 4:46pm and 4:50pm.
According to LA County Attorney Nathan Hochman, the GPS coordinates placed callers inside Kaye and Deluca’s homes, and the callers identified themselves as “Raymond Boodarian” and “Raymond Boodarian.”
LAPD said the statement’s dispatchers and officers immediately connected their first Prowler call and their second 9-1-1 call on July 10, responding appropriately.
The couple was killed at Encino’s house and was shot with their own guns. Investigative reporter Eric Leonard reports NBC4 News on Tuesday, July 22, 2025 at 6pm.
“The response forces of the West Valley Division and the LAPD Air Support Division responded to both calls that were ultimately linked based on address,” the department said in a statement this week.
“A police officers arrived at the scene, conducted checks from the surrounding area and attempted to visually check the residence through a security gate. They attempted to enter at two access points, but both were locked and secured.”
“The house was fixed by surrounding walls and the airships visually checked the location and advised that there was no visible activity or evidence of invasion,” she said.
“After taking additional steps to contact the reporter and residents of the location, officers cleared it from the scene.”
The bodies of Kaye and Deluca were found four days later when officers were called back to the house for welfare checks after a friend failed to reach the couple.
Boudarian, 22, was charged with murder and robbery of the couple, Hochman said, and confirmed that the victim was shot with his own gun.
Police said it appears that Boodarian is robbing the house when Kaye and Deluca are killed in their residence.
At a community meeting Monday, LAPD Deputy Director Marla R. Ciuffetelli told the Encino residents group that the department will look into how they respond to those initial calls and make sure the officers are thorough.
“If the appropriate action is not taken — of course, we take action. Even if the answering to the phone meets our expectations, we are always trying to do better,” she said.
One of the West Valley Division’s captains told residents he attended a community meeting on neighborhood safety at the police station the night before Kay and Delca were killed.
“I had the opportunity to sit at the same table for about two hours and connect with Robin and Tom,” Colonel Mike Brand said.
Boudarian first appeared in court last week and was taken into custody without bail. He is scheduled to return to court next month to plead for the charges.
The NBC4 investigation last week reported that Boudarian was released from prison in December after a judge ordered numerous criminal charges due to mental health procedures.
The nature of the case has not been made public, and the District Attorney’s Office did not answer questions about whether the judge’s decision would affect the new prosecutors of the murder.
