The FBI is investigating the attack as an act of terrorism and said it does not believe the driver was alone. An Islamic State group flag was found on the car’s trailer hitch, the FBI said.
The FBI identified the driver as Shamsuddin Jabbar, 42, a U.S. citizen and veteran from Texas, and is investigating whether Jabbar may have ties to terrorist organizations. He said he is working on it.
