Police have called Arcadia Home with 21 children several times – NBC Los Angeles

Police have been called several times to the Arcadia home where Surrogate’s mother’s 21 children were living in before they were taken to the custody supervision earlier this month, according to new documents obtained by the NBCLA.

The man and woman who live in their home were arrested in May and were released after detectives considered child abuse allegations. Police have answered at least six 911 calls at San Gabriel Valley Home since January 2022, according to documents obtained through record requests. Police may have answered more 911 calls, but several phone calls have been edited from the documents.

Police focused on their property after receiving child abuse allegations in May. During the investigation, detectives discovered that around 20 children, between the ages of two months and 13, lived inside the house.

Some of the 21 children were born through various deputies, police said. Police say they are investigating whether children found at home are part of a surrogacy scam.

A year ago, on a document obtained by the NBCLA, police responded to welfare checks at home. Records also showed that there were calls from people who suspect illegal businesses are operating in real estate.

Couples are being investigated for child risk, neglect and abuse. Darsha Philips is reporting NBC4 News at 11pm on July 16, 2025.

The NBCLA contacted Arcadia police for details on why several phone calls were edited but received a response Friday afternoon.

NBCLA has repeatedly attempted to contact the couple but has not received a response. No criminal charges have been filed in connection with the investigation.

It is not clear how many children were born at home to represent their mothers, but one of the mothers was discovered in Texas by a bioethics watchdog group. The woman said she was misunderstood as she thought her child was the only child to be taken to Arcadia’s residence.

Arcadia police said the home was established like a school. According to law enforcement, cameras seized from the facility show that they are being emotionally and physically abused by at least six nannies. Authorities said the video showed the nanny trembling violently on May 5, hitting a hospitalized infant, causing loss of consciousness.

An arrest warrant was also issued for the 56-year-old nanny.
